Africa-Press – C\u00f4te d’Ivoire. <\/strong><\/span>Dans un d\u00e9cret dat\u00e9 du 15 f\u00e9vrier, mais rendu public une semaine plus tard, Alassane Ouattara a nomm\u00e9 deux nouveaux membres au sein de la commission centrale de la Commission \u00e9lectorale ind\u00e9pendante (CEI). Il s\u2019agit de Dan Jules D\u00e9mosth\u00e8ne pour le compte du Rassemblement des houphou\u00ebtistes pour la d\u00e9mocratie et la paix (RHDP), le parti pr\u00e9sidentiel, et de Demba Traor\u00e9, pour le Parti des peuples africains \u2013 C\u00f4te d\u2019Ivoire (PPA-CI), de l\u2019ancien pr\u00e9sident Laurent Gbagbo. Ce qui fait passer le nombre de ses membres \u00e0 dix-huit, dont neuf sont issus des partis politiques.<\/p>\n

Le fruit d\u2019un \u00ab compromis \u00bb<\/b>
\nDemba Traor\u00e9 est un des vice-pr\u00e9sidents du PPA-CI. Cet ing\u00e9nieur en informatique proche de Laurent Gbagbo est responsable des questions \u00e9lectorales au sein du parti. \u00ab C\u2019est une victoire d\u2019\u00e9tape et un compromis, confie le porte-parole du PPA-CI, Justin Kon\u00e9 Katinan. Mais nous continuerons \u00e0 nous battre pour une CEI en dehors des consid\u00e9rations politiques [\u2026]. Ce n\u2019est pas parce que vous mettez ensemble des partis politiques aux opinions diff\u00e9rentes que vous construisez la neutralit\u00e9. \u00bb<\/p>\n

En novembre dernier, lors du passage devant l\u2019Assembl\u00e9e nationale du projet de loi portant la modification de la composition de la CEI, le PPA-CI et le Parti d\u00e9mocratique de C\u00f4te d\u2019Ivoire (PDCI) avaient d\u00e9nonc\u00e9 la surrepr\u00e9sentation du camp pr\u00e9sidentiel en son sein.<\/p>\n

Apaisement du climat politique<\/b>
\nAlors que les \u00e9lections municipales et r\u00e9gionales se tiendront en octobre et novembre 2023, et la pr\u00e9sidentielle en 2025, la CEI, qui occupe une place centrale dans l\u2019organisation des scrutins, fait l\u2019objet de d\u00e9bats intenses au sein de la classe politique.<\/p>\n

L\u2019entr\u00e9e du parti de Laurent Gbagbo au sein de la commission \u00e9tait l\u2019une des r\u00e9solutions du dialogue politique, dont la cinqui\u00e8me phase s\u2019est ouverte en d\u00e9cembre 2021, sous la houlette du Premier ministre, Patrick Achi.<\/p>\n

Elle constitue un pas de plus dans l\u2019apaisement du climat politique et l\u2019am\u00e9lioration des relations entre Alassane Ouattara et son pr\u00e9d\u00e9cesseur, rentr\u00e9 en C\u00f4te d\u2019Ivoire en juin 2021 apr\u00e8s son acquittement d\u00e9finitif par la Cour p\u00e9nale internationale (CPI). Gbagbo a \u00e9galement per\u00e7u d\u00e9but janvier les arri\u00e9r\u00e9s de sa rente viag\u00e8re qui lui \u00e9taient dus en tant qu\u2019ancien chef de l\u2019\u00c9tat.<\/p>\n

\nSi le principe d\u2019une entr\u00e9e du PPA-CI \u00e0 la CEI \u00e9tait acquis, la signature du d\u00e9cret semble, elle, avoir pris de court le PPA-CI. Le 16 f\u00e9vrier, Justin Kon\u00e9 Katinan r\u00e9clamait encore l\u2019application de cette r\u00e9solution du dialogue politique.<\/p>\n

Quelques jours plus tard, le 18 f\u00e9vrier, lors d\u2019un meeting \u00e0 Abidjan, c\u2019est le secr\u00e9taire g\u00e9n\u00e9ral du parti, Damana Adia M\u00e9dard, dit Pickass, qui revenait sur le sujet. \u00ab Il est temps qu\u2019on se l\u00e8ve pour faire triompher la d\u00e9mocratie \u00bb, avait-il notamment d\u00e9clar\u00e9. Son parti a annonc\u00e9 mardi qu\u2019il avait \u00e9t\u00e9 convoqu\u00e9 par une juge de la cellule antiterroriste de la gendarmerie le 24 f\u00e9vrier, sans pr\u00e9ciser les motifs.<\/p>\n
