Africa-Press – Djibouti. <\/strong><\/span>La commune de Balbala s\u2019appre\u0302te a\u0300 vivre un moment historique avec l\u2019inauguration officielle de 1 020 nouveaux logements sociaux, pre\u0301vue lundi prochain lors d\u2019un grand e\u0301ve\u0301nement en pre\u0301sence du Chef de l\u2019E\u0301tat, Son Excellence, M. Ismail Omar Guelleh, des membres du Gouvernement, de partenaires institutionnels et diplomatiques, ainsi que de nombreux citoyens venus assister a\u0300 ce moment historique.<\/b><\/p>\n

Balbala, longtemps conside\u0301re\u0301e comme une pe\u0301riphe\u0301rie en pleine expansion, s\u2019impose de\u0301sormais comme un ve\u0301ritable po\u0302le urbain moderne. L\u2019inauguration de ces logements sociaux n\u2019est pas seulement une re\u0301ponse a\u0300 la demande croissante en habitat, elle incarne une vision nationale, celle d\u2019un Djibouti qui construit pour ses citoyens, qui anticipe les de\u0301fis de\u0301mographiques et qui place la dignite\u0301 au c\u0153ur de son de\u0301veloppement.<\/p>\n

Porte\u0301e par le Ministe\u0300re de la Ville, de l\u2019Urbanisme et de l\u2019Habitat (MVUH) et mise en \u0153uvre par l\u2019Agence de Re\u0301habilitation Urbaine et du Logement Social (ARULoS), la Strate\u0301gie Nationale du Logement (SNL) vise a\u0300 offrir aux familles djiboutiennes, notamment celles a\u0300 revenus modestes, un cadre de vie de\u0301cent et durable. Plus de 2 104 logements sociaux ont de\u0301ja\u0300 e\u0301te\u0301 livre\u0301s dans ce cadre, et l\u2019inauguration de 1020 nouveaux logements sociaux a\u0300 Balbala vient renforcer les objectifs de la feuille de route du Pre\u0301sident de la Re\u0301publique en matie\u0300re d\u2019acce\u0300s a\u0300 un logement de\u0301cent et abordable.<\/p>\n

En outre le programme qui sera inaugure\u0301 lundi se de\u0301cline en deux projets structurants ; Pole urbain Balbala Nord a\u0300 PK13 une premie\u0300re phase de 520 logements finance\u0301s par le Fonds Saoudien pour le De\u0301veloppement: des appartements de type F3 , re\u0301partis dans 26 ba\u0302timents modernes, organise\u0301s autour d\u2019une esplanade centrale conc\u0327ue comme un espace de convivialite\u0301 ; Pole urbain Balbala Sud 500 logements finance\u0301s par la Re\u0301publique Populaire de Chine: un complexe re\u0301sidentiel sur 11 hectares inte\u0301grant commerces, salle de soins, espaces verts et aires de jeux, pour un environnement urbain harmonieux et se\u0301curise\u0301.<\/p>\n

Au-dela\u0300 des logements, ces projets inte\u0300grent l\u2019ensemble des services urbains essentiels: eau potable, e\u0301lectricite\u0301, re\u0301seaux d\u2019assainissement et voirie. L\u2019ope\u0301rationnalisation d\u2019une station de traitement des eaux use\u0301es pour les 2 projets constitue une avance\u0301e majeure pour la salubrite\u0301 et la durabilite\u0301 des quartiers, notamment avec une re\u0301utilisation des eaux use\u0301es traite\u0301es pour les espaces verts. Les appartements, conc\u0327us avec soin, offrent des espaces lumineux, des cuisines ame\u0301nage\u0301es, des salles de bains fonctionnelles et des chambres spacieuses, re\u0301pondant aux standards modernes de l\u2019habitat.<\/p>\n

L\u2019e\u0301ve\u0301nement de lundi sera plus qu\u2019une inauguration, il sera le symbole d\u2019un pays qui avance, qui investit dans son avenir et qui place le logement social au c\u0153ur de son de\u0301veloppement. La pre\u0301sence du Pre\u0301sident de la Re\u0301publique et des membres du Gouvernement donnera a\u0300 cette ce\u0301re\u0301monie une dimension nationale, rappelant que le logement est une priorite\u0301 strate\u0301gique, un droit fondamental et un pilier de l\u2019unite\u0301 nationale.<\/p>\n

Avec ces 1 020 nouveaux logements, Balbala se transforme progressivement en un po\u0302le urbain structure\u0301 et moderne, contribuant a\u0300 l\u2019essor de la capitale et a\u0300 l\u2019ame\u0301lioration tangible des conditions de vie des Djiboutiens.
