He made the remarks during a ceremony to exchange greetings with accredited members of the diplomatic corps in Kinshasa.<\/p>\n<p>Tshisekedi said the dialogue should be inclusive and calm among citizens, but rejected any attempt to use it to justify \u201cacts of aggression\u201d or to dilute existing responsibilities. He called on the international community to take concrete steps to protect Congo\u2019s sovereignty and support efforts to restore peace.<\/p>\n<p>The president also stressed his firm refusal to engage in negotiations with those he described as \u201cperpetrators of crimes against civilians\u201d, asserting that justice and accountability are essential prerequisites for achieving stability.<\/p>\n<p>In this context, he referred to statements by Rwandan diplomats before the US Congress acknowledging official security cooperation between Kigali and the M23 rebel movement.
