Africa-Press. <\/strong> <\/span>Kenya has officially concluded its longest and most significant foreign security deployment in its history, with the return of the last contingent of 150 police officers who served in Haiti as part of the Multinational Security Support Mission authorized by the Security Council, as announced by Interior Minister Kithure Kindiki. Over nearly 22 months, this mission transformed from an ambitious diplomatic gamble for President William Ruto into a harsh test of African nations’ ability to lead complex security operations far from their continent.<\/p>\n

The mission began in June 2024 under the mandate of Security Council Resolution 2699 issued in October 2023, aimed at supporting the Haitian National Police in combating armed gangs that had taken control of approximately 90% of the capital, Port-au-Prince. Despite Kenya’s commitment to send 1,000 personnel, the actual number did not exceed 730 officers according to Kenyan government data, while the total strength of the multinational force remained below 40% of the ceiling set at 2,500 personnel, as reported by a local source.<\/p>\n

From an annual budget estimated at $600 million, only about $400 million was secured, mostly from the United States, according to a local news outlet. Ruto himself expressed his frustration over the international community’s abandonment in his speech at the United Nations General Assembly in September 2025, stating that his forces were provided with used vehicles that frequently broke down, putting their officers at risk.<\/p>\n

The leadership of the new force has been entrusted to former UN official from South Africa, Jack Christophides, while Chad has committed to sending between 800 and 1,500 troops, with the first batch arriving on April 1 to join personnel from Guatemala, El Salvador, Jamaica, and the Bahamas. Notably, Nairobi declined to continue leading the mission after failing to secure the presidency of the new force, as reported by a local source citing Kenyan security sources.<\/p>\n

Ruto’s Lesson and the Limits of “African Solutions”<\/b><\/p>\n

The mission formed a central pillar of President William Ruto’s vision of presenting Kenya as a “peace broker” and advocating for “African solutions to global problems,” in an effort to compete with the traditional heavyweights in African foreign policy: South Africa and Nigeria, and to secure a prominent position in Washington and Brussels, according to an analysis by a U.S. think tank. His commitment to Haiti has granted him clear diplomatic capital, as evidenced by a local source’s report that the mission was exempted from a decision by the Trump administration to freeze foreign aid at the beginning of 2025.<\/p>\n

However, the on-ground results reveal the fragility of this model; Africa’s ability to lead security operations outside the continent remains contingent on Western funding and equipment.<\/p>\n

Post-Withdrawal<\/b><\/p>\n

The Kenyan police return home amid rising internal pressures regarding the mission’s impact on local security, with a local news outlet reporting warnings from the Haitian police chief about emerging security gaps in Croix-des-Bouquets, Delmas, and central Port-au-Prince as Kenyan forces gradually withdraw. Some residents even attempted to obstruct the departure of the last contingents, as noted by a local radio station.<\/p>\n

In conclusion, the Haiti file serves as a concentrated case study of the effectiveness of African nations in the international system: the ambition is high, legitimacy is present, but the infrastructure for international security operations remains constructed elsewhere. Between the symbolism of the Kenyans’ departure and the arrival of the Chadians, the larger question remains: Can Africa truly lead, or is it destined to continue in the role of “implementer?”<\/p>\n
