Over nearly 22 months, this mission transformed from an ambitious diplomatic gamble for President William Ruto into a harsh test of African nations&#8217; ability to lead complex security operations far from their continent.<\/p>\n<p>The mission began in June 2024 under the mandate of Security Council Resolution 2699 issued in October 2023, aimed at supporting the Haitian National Police in combating armed gangs that had taken control of approximately 90% of the capital, Port-au-Prince. Despite Kenya&#8217;s commitment to send 1,000 personnel, the actual number did not exceed 730 officers according to Kenyan government data, while the total strength of the multinational force remained below 40% of the ceiling set at 2,500 personnel, as reported by a local source.<\/p>\n<p>From an annual budget estimated at $600 million, only about $400 million was secured, mostly from the United States, according to a local news outlet. His commitment to Haiti has granted him clear diplomatic capital, as evidenced by a local source&#8217;s report that the mission was exempted from a decision by the Trump administration to freeze foreign aid at the beginning of 2025.<\/p>\n<p>However, the on-ground results reveal the fragility of this model; Africa&#8217;s ability to lead security operations outside the continent remains contingent on Western funding and equipment.<\/p>\n<p><b>Post-Withdrawal<\/b><\/p>\n<p>The Kenyan police return home amid rising internal pressures regarding the mission&#8217;s impact on local security, with a local news outlet reporting warnings from the Haitian police chief about emerging security gaps in Croix-des-Bouquets, Delmas, and central Port-au-Prince as Kenyan forces gradually withdraw.
