Africa-Press. <\/strong> <\/span>The new Cabinda refinery in Angola has started supplying the local market with fuel, reflecting Luanda’s efforts to reduce reliance on imported petroleum products and enhance its national refining capabilities and energy security.<\/p>\n

Located in the oil-rich Cabinda province (northern part of the country), the refinery entered operational phase last week, with expectations that it will help alleviate the pressure on Angola’s high fuel import bill.<\/p>\n

The project is viewed as part of a broader plan aimed at cutting billions of dollars spent annually on fuel imports and transforming Angola into a regional refining hub in Southern Africa in the future.<\/p>\n

A local source reported that the main processing unit at the refinery has commenced production, allowing refined fuel to begin reaching local consumers.<\/p>\n

This step is part of Luanda’s strategy to reduce dependence on imported fuel and strengthen its presence in the Southern African energy market.<\/p>\n

Despite being one of Africa’s largest crude oil producers, Angola has relied for years on importing refined petroleum products due to limited local refining capacities.<\/p>\n

Officials believe that expanding local refining capacity is essential for protecting the economy from global fuel price fluctuations and reducing the pressures resulting from fuel subsidies.<\/p>\n

The Cabinda refinery is expected to play a significant role in this transformation. A previous report indicated that the first phase of the project was designed to process about 30,000 barrels of crude oil daily, with plans to increase capacity in the future to 60,000 barrels per day.<\/p>\n

The refinery is managed with support from a British investment company, alongside the Angolan national oil company.<\/p>\n

The national oil company supplies the refinery with crude oil, while the facility’s first phase focuses on producing diesel, naphtha (a highly flammable fuel), and aviation fuel.<\/p>\n

The launch of the project comes at a critical time for the Angolan economy, as the government continues efforts to gradually eliminate fuel subsidies, a politically sensitive step that has previously sparked protests in several regions of the country.<\/p>\n

The expansion of the refining sector coincides with increasing regional interest in the Lobito refinery project, as neighboring countries seek more stable fuel supply chains.<\/p>\n

Despite the start of operations at the Cabinda refinery, the larger Lobito refinery project remains a cornerstone of Luanda’s long-term strategy in the energy sector.<\/p>\n

The refinery under construction in Benguela province is expected to reach a refining capacity of about 200,000 barrels per day upon completion, making it one of the largest refining facilities in Southern Africa.<\/p>\n

Authorities state that the project has completed about 25% of its construction work so far, with the national oil company investing over $1.5 billion in the project to date.<\/p>\n

However, financing remains a significant challenge, as the national oil company seeks additional funding estimated at around $4.8 billion, including negotiations with Chinese financial institutions to complete the next phases of construction.<\/p>\n

Officials confirm that the project will continue even if foreign investors are not secured, as Luanda plans to retain a majority stake in the project in any future partnership.<\/p>\n

The Lobito refinery has attracted interest from several neighboring countries seeking stable fuel supplies, including Botswana and Zambia, as Southern African economies aim to reduce reliance on imported refined petroleum products.<\/p>\n

Analysts believe that Angola’s expansion in the refining sector reflects a broader trend in Africa, where governments are increasingly prioritizing local manufacturing over exporting crude oil and importing refined fuel at high costs.<\/p>\n

The Angolan president has repeatedly defended the country’s strategy to expand refining capabilities, arguing that global geopolitical tensions and energy market disruptions underscore the importance of enhancing local fuel production.<\/p>\n

During a speech last week in the capital Luanda, the president stated that recent disruptions in the Middle East highlighted the need to increase refining capacities and ensure stable access to fuel.<\/p>\n

Energy experts believe that Angola’s expansion in refining projects could qualify it in the future to become a regional supplier of petroleum products, reducing the region’s dependence on imports from Europe and Asia, and supporting industrial growth in Southern Africa by 2026 and beyond.<\/p>\n

Although Angola remains one of the largest producers of crude oil in Africa, it continues to import a significant portion of its refined fuel needs, reflecting the scale of ambitions the country seeks to achieve in the refining sector.<\/p>\n

Currently, the successful operation of the Cabinda refinery represents an important milestone for Angola, which aims to transition from merely being a source of crude oil to a comprehensive energy producer.<\/p>\n
