This marked the first visit of the Gabonese president to Angola since taking office, closing nearly three years of diplomatic chill between the two countries.

Following the coup on August 30, 2023, which ousted former President Ali Bongo, Luanda refused to receive General Oligui Nguema, who unsuccessfully sought to meet with President Lourenço during the period after he assumed power, according to a local source. The Angolan president was one of the prominent African leaders who called for maintaining sanctions against Gabon, which froze relations between Libreville and Luanda.

Signs of thawing relations only began on May 3, 2025, when Lourenço attended the inauguration ceremony of Oligui Nguema as the elected president in Libreville. The Gabonese authorities responded 11 days later by releasing the former president Ali Bongo’s wife and son, who had been detained since the coup.

Economic Agenda and Regional Security Issues

The two presidents oversaw the signing of three cooperation agreements covering agriculture and forestry, security and public order, and the extradition of fugitives. Oligui Nguema stated, as reported by a local news agency, that his country “seeks to benefit from Angola’s experience in tourism, agriculture, and other sectors,” adding that Gabon “needs to move beyond oil dependency.”

For his part, the Angolan president noted that relations between Libreville and Luanda “have not yet reached the desired level,” calling for the acceleration of joint projects and for the third session of the joint committee to be held in Luanda soon. This committee has been the main mechanism for monitoring cooperation between the two countries since its establishment in 1982, according to a local source. Lourenço praised the Gabonese authorities under Oligui Nguema for “bringing a vision for restoring constitutional order and achieving gains for Gabon and Africa as well.”

The two sides also discussed cooperation within the Economic Community of Central African States (ECCAS) and the Gulf of Guinea Commission, as well as the African Union’s Agenda 2063 and the work of the African Union Development Agency (NEPAD), in which both countries participate in its steering committee. They also announced that Luanda will host an African Union summit in August dedicated to conflicts on the continent and promoting peace.

The translation of this rapprochement remains contingent on the implementation of the signed agreements and the ability of both countries, both oil producers in Central Africa, to build partnerships that extend beyond the hydrocarbons sector. While the official rhetoric suggests a resolution of the dispute, the Angolan president’s description of relations as “not yet reaching the desired level” sets a realistic ceiling for a path that is still in its early stages, linking its success to the convening of the third session of the joint committee and the tangible projects that will emerge from it.

Find more news and analyses on Africa on the Africa Press website

Africa-Press.
