Africa-Press. <\/strong> <\/span>A Kenyan High Court has temporarily halted a U.S. plan to establish a quarantine center for Ebola patients in Kenya, following widespread legal and human rights objections. This comes as international efforts to contain a growing outbreak of a rare strain of the virus in the Democratic Republic of the Congo have intensified, with cases already extending to neighboring Uganda.<\/p>\n

The United States had announced its intention to create a specialized facility at the Laikipia Air Base in Kenya to isolate American citizens who may have been exposed to the rare “Bundibugyo” strain of Ebola, instead of returning them directly to the U.S. if they showed symptoms of the disease.<\/p>\n

However, the judge in the Kenyan High Court issued a ruling to suspend the implementation of the plan in response to a lawsuit filed by a local rights organization, which argued that the project was approved in a “secretive and unilateral” manner, without involving constitutional institutions or public opinion.<\/p>\n

The rights group stated in its memorandum that establishing an Ebola quarantine center raises “serious constitutional concerns” regarding the rights to life, health, and fair administrative procedures, as well as the lack of public participation and parliamentary oversight of the agreement with Washington.<\/p>\n

The court also ruled that Kenya should not accept any individuals who have been exposed to or infected with Ebola under the proposed agreement with the United States until the case is fully considered and resolved, setting the next hearing for June 2.<\/p>\n

According to a U.S. official who spoke to media on condition of anonymity, the facility was scheduled to open on Friday, with 50 isolation beds, managed directly by American medical and technical teams that were en route to Kenya.<\/p>\n

The official explained that the goal of the center is to provide “high-quality care” for American citizens needing to leave the Democratic Republic of the Congo quickly and undergo quarantine at a nearby location, rather than risking a long journey back to the United States.<\/p>\n

Additionally, the facility would offer comprehensive care for Ebola patients, with each case evaluated individually to determine the need for later transfer to more advanced centers if necessary.<\/p>\n

This U.S. initiative comes amid growing concerns about the spread of the rare “Bundibugyo” strain of Ebola in the Democratic Republic of the Congo, where the World Health Organization has declared the outbreak a “public health emergency of international concern.”<\/p>\n

As of the latest data from the organization on May 24, over 1,000 confirmed and suspected cases have been recorded, including 223 suspected deaths and 10 confirmed deaths.<\/p>\n

The virus has also reached neighboring Uganda, which has reported seven confirmed cases and one death, while Kenya has not recorded any cases so far, despite intensified health authorities’ monitoring and preparedness measures.<\/p>\n

In this context, U.S. Secretary of State Marco Rubio announced that the U.S. will provide $13.5 million in aid to support Kenya’s preparedness against Ebola and enhance its health and preventive capabilities.<\/p>\n

Rubio confirmed during a U.S. government meeting at the White House that Washington “will not allow any Ebola cases to enter the United States,” noting that the State Department and relevant agencies are working intensively to contain the crisis.<\/p>\n

He added that the U.S. government has strengthened its preventive measures to ensure that no one infected with Ebola enters the United States, while authorities have imposed additional restrictions on travelers from affected countries.<\/p>\n

Under these measures, American citizens who have visited the Democratic Republic of the Congo, Uganda, or South Sudan in the past 21 days will only be allowed to enter the United States through specific airports in Washington, Atlanta, and Houston, where they will undergo thorough health screenings.<\/p>\n

Washington has also imposed temporary restrictions on the entry of permanent residents who have traveled through or resided in those countries during the same period.<\/p>\n
