Africa-Press. <\/strong> <\/span>A meeting of Nigerien and Beninese experts tasked with finding solutions to the ongoing diplomatic dispute between the two countries and reopening the shared borders, closed since 2023, concluded on Sunday, June 21, in Benin’s economic capital, Cotonou.<\/p>\n

The discussions resulted in the preparation of three new cooperation agreements, which must be presented to the presidents of both countries for approval before being signed and implemented.<\/p>\n

According to one participant in the meetings, the normalization of relations between the two countries, including the reopening of borders, will not take effect until these official procedures are completed.<\/p>\n

The work of the expert committees from Niger and Benin began on Saturday, June 20, and lasted for two days in an atmosphere described as friendly and constructive, culminating in the preparation of three main draft agreements: the first concerning defense cooperation, the second regarding security cooperation, and the third outlining the general conditions and specific mechanisms for reopening the shared borders between the two countries.<\/p>\n

Informed sources reported that representatives from both countries dedicated most of the discussions to defense and security issues, considering them among the most sensitive and complex matters in the relations between Niamey and Cotonou in recent years. Since the military coup that ousted President Mohamed Bazoum in July 2023, Nigerien authorities have accused Benin of allowing French military bases on its territory and using them for activities aimed at destabilizing Niger.<\/p>\n

These accusations resurfaced following the attack on Niamey Airport in January 2026, when Nigerien authorities pointed fingers at Benin, France, and Co\u0302te d’Ivoire.<\/p>\n

In the first official comment on the outcomes of the meetings, the Nigerien Minister of Interior and Security, Mohamed Tomba, welcomed the progress made in the rapprochement between the two countries, emphasizing that resorting to dialogue instead of confrontation has contributed to enhancing security and stability and serving the economic interests of both peoples.<\/p>\n

He stated, “By choosing dialogue instead of confrontation, we have achieved value for our economies and security for our peoples,” considering that what transpired represents an important step towards normalization and reconciliation between Niger and Benin.<\/p>\n

Despite this welcome, the Nigerien minister stressed the need for complete transparency regarding foreign equipment and forces stationed near the shared borders between the two countries, an issue that has remained one of the main sources of tension between the sides.<\/p>\n

In contrast, Benin reiterated its usual position, asserting that it does not host any foreign military bases in the northern part of its territory near the border with Niger.<\/p>\n

Although the announcement of the three draft agreements has been made, the details of the confidence-building measures included in these understandings remain unknown so far, as they have not been disclosed or officially announced by either government.<\/p>\n

Clarifications regarding any guarantees that may have been provided to reassure Nigerien authorities about their security concerns have also not been issued. The expert committees are expected to submit their final reports to the leadership of both countries in the coming period, paving the way for the study and approval of the three projects.<\/p>\n

Informed sources indicated that the agreements, once officially adopted, will be signed in the Nigerien capital, Niamey, on a date yet to be determined. According to the same sources, the reopening of the borders between the two countries will be the immediate next step following the signing of the agreements and their entry into force, as part of a process aimed at ending years of tension and restoring relations to normalcy.<\/p>\n

The Nigerien Minister of Interior expressed optimism about the future of bilateral relations, stating that “the dawn of a new era is on the horizon,” while the Beninese Minister of African Integration and Foreign Affairs affirmed that these agreements could contribute to “reviving the love and historical ties that bind our two countries and peoples.”<\/p>\n
