{"id":7258,"date":"2026-07-12T18:47:25","date_gmt":"2026-07-12T18:47:25","guid":{"rendered":"https:\/\/www.africa-press.net\/en\/home\/sudans-war-and-the-era-of-impunity"},"modified":"2026-07-13T07:21:19","modified_gmt":"2026-07-13T07:21:19","slug":"sudans-war-and-the-era-of-impunity","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/en\/articles\/sudans-war-and-the-era-of-impunity","title":{"rendered":"Sudan&#8217;S War and the Era of Impunity"},"content":{"rendered":"<p><b>By Abbas Mohamed Saleh, Political Researcher<\/b><\/p>\n<p><span class=\"ap-article-header-tag\"> <strong>Africa-Press. <\/strong> <\/span>The recent report issued by a local source regarding violations in North Darfur has shed light on one of the most tragic chapters of the Sudanese war, while also raising broader questions about the effectiveness of the international justice system and its shortcomings in addressing the collective crimes committed during armed conflicts.<\/p>\n<p>The report concluded that the siege imposed by the Rapid Support Forces on the city of El Fasher (the capital of North Darfur), along with indiscriminate shelling, targeting of civilians, and deliberate destruction of vital facilities, amounts to war crimes and crimes against humanity. This conclusion aligns with what has been documented over the past two years by reports from human rights organizations, UN bodies, and international media regarding the nature of the violations committed in Sudan.<\/p>\n<p>However, what this report reveals is not limited to describing the crimes committed; it also raises deeper questions about the nature of the war itself, and whether it is an &#8220;internal conflict&#8221; or a &#8220;civil war,&#8221; or a struggle that involves regional calculations and roles directly.<\/p>\n<p><b>Confirmation of Previous Documentation<\/b><\/p>\n<p>The report titled &#8220;A City Under Siege&#8230; Children in the Line of Fire: Crimes Against Humanity Committed by the Rapid Support Forces in North Darfur,&#8221; issued in early June, documents the violations accompanying the siege of El Fasher during the period from mid-2024 to late 2025.<\/p>\n<p>Accordingly, the report documents recurring patterns of violations, including indiscriminate shelling, forced displacement, targeting of hospitals, shelters, markets, and educational institutions, in addition to practices described as &#8220;ethnic persecution&#8221; targeting certain population groups, specifically those belonging to the &#8220;Zaghawa&#8221; tribe.<\/p>\n<p>Despite the importance of the report, it does not present, in the view of many observers, any new facts as much as it confirms what has already been documented by UN reports, independent human rights organizations, and international media throughout the war.<\/p>\n<p>A significant portion of these violations &#8211; as well as sources of external support and their pathways &#8211; has been documented through audio and video, whether via human rights organizations, independent international media, or even through materials published by individuals belonging to the Rapid Support Forces themselves on social media platforms.<\/p>\n<p><b>From Armed Rebellion to a War with Regional Dimensions<\/b><\/p>\n<p>The nature of the violations and their widespread scope reveal that the Sudanese war has long exceeded the framework of traditional internal conflict that the country has witnessed in what is known as the &#8220;center-margin conflict&#8221; between successive central governments and rebel movements in the peripheries.<\/p>\n<p>With the continued flow of external support to the Rapid Support Forces specifically, and increasing accusations directed at the United Arab Emirates for supporting this militia, the conflict has acquired regional dimensions that make it a proxy war transcending Sudan&#8217;s borders. Or rather, a &#8220;major regional proxy war&#8221; as most neighboring countries of Sudan are almost involved in supporting one side of the rebels in this conflict.<\/p>\n<p>In this context, the repeated denials from Abu Dhabi, which has been accused of supporting the Rapid Support Forces, have not prevented the issuance of international reports discussing undeniable external support for the rebels, which, according to many estimates, has contributed to prolonging the war and has created &#8220;the largest humanitarian crisis in the world&#8221; complicating opportunities for reaching national solutions.<\/p>\n<p><b>Similar Patterns of Targeting: El Fasher and Gaza<\/b><\/p>\n<p>Despite the differing political and legal contexts between the war in Sudan and the war in Gaza, the comparison between El Fasher and the Gaza Strip highlights, for many observers, similarities in some patterns of deliberate targeting of civilians.<\/p>\n<p>In both cases, densely populated areas have been subjected to prolonged sieges, and essential civilian facilities, such as hospitals, markets, and shelters, have suffered severe damage, amid an unprecedented deterioration of humanitarian conditions, as &#8220;starvation&#8221; has been used as a weapon to break the will of people and subjugate them to the aggressor&#8217;s force to achieve desired political goals.<\/p>\n<p>Moreover, policies of forced displacement and targeting of essential life components constitute serious violations that amount to war crimes under international humanitarian law. Numerous human rights organizations have repeatedly called for independent investigations and accountability for those responsible for these violations, yet these calls have remained unheeded, in the absence of effective international will and double standards that protect perpetrators of crimes and prevent any real justice for victims.<\/p>\n<p><b>When International Justice Fails<\/b><\/p>\n<p>The danger of the report from the local source lies not only in its focus on the crimes but also in revealing the limited capacity of the international justice system to deter perpetrators or prevent further crimes and violations.<\/p>\n<p>Therefore, despite the continuous flow of human rights reports and ongoing documentation of violations, international pressures have not yet succeeded in stopping attacks on civilians or ensuring accountability for those responsible, as if they have gained immunity from prosecution and accountability for what they have committed against innocent civilians.<\/p>\n<p>This reflects the extent of the crisis that the international justice system is currently facing, as political calculations and power balances often take precedence over the requirements of international law, which fuels a culture of impunity and encourages the continuation of violations in other cases around the world as well.<\/p>\n<p><b>Crisis of Local Justice in Sudan<\/b><\/p>\n<p>The dysfunction is not limited to the international level but extends to the internal Sudanese context as well. In areas under the control of the Rapid Support Forces, the destruction of judicial institutions, police, prosecution, and courts has led to the collapse of the law enforcement system, the expansion of chaos, and the inability to pursue perpetrators of crimes.<\/p>\n<p>Conversely, state institutions in areas under the control of the internationally recognized government still face significant challenges in documenting violations institutionally, preparing comprehensive legal files that can be relied upon before national courts or international mechanisms, and, before that, providing the truth to the families and loved ones of victims of crimes and violations.<\/p>\n<p>Moreover, the slow documentation processes, weak coordination among relevant institutions, and failure to fully utilize available international mechanisms have all contributed to undermining the local justice path and achieving justice for victims, which also entrenches the policy of impunity as a characteristic of the deals made between elites in stopping wars and settling the conflicts that the country has witnessed.<\/p>\n<p><b>Conclusion<\/b><\/p>\n<p>The current report from the local source reaffirms that what has been witnessed in El Fasher is not merely a new chapter of the Sudanese war, but a glaring example of serious violations of international humanitarian law that cannot be overlooked, necessitating independent investigations, genuine accountability, and the pursuit of all those involved in these brutal crimes.<\/p>\n<p>However, the issue is no longer about proving the occurrence of crimes, but rather about the ability of both the international community and national institutions to hold perpetrators accountable.<\/p>\n<p>In conclusion, the recommendations contained in the report reveal the chronic dilemma facing international human rights organizations; they succeed in documenting crimes and garnering global public sympathy, but rarely succeed in pushing governments or international and regional organizations of a governmental nature to take decisive actions.
