Africa-Press. <\/strong> <\/span>The administration of President Donald Trump is currently considering launching military strikes against the group known as Jama’a Nusrat ul-Islam wa al-Muslimin, an armed group linked to al-Qaeda and one of the most powerful extremist organizations in Mali.<\/p>\n

According to a local source, the proposal is still under internal review, with reports indicating a divide among senior officials regarding its military, diplomatic, and geopolitical implications.<\/p>\n

If approved, Mali would become the second African country targeted by U.S. military strikes within just two months, indicating a more interventionist U.S. strategy on the continent under the pretext of combating terrorism.<\/p>\n

On May 16, U.S. Africa Command (AFRICOM) carried out a military strike in the Lake Chad Basin that resulted in the death of Abu Bilal al-Manuki, one of the leaders of ISIS, also known as Abu Minok, along with several other ISIS leaders.<\/p>\n

AFRICOM described al-Manuki as the global operations director for the organization, responsible for strategic guidance regarding terrorism financing, media operations, weapon development, explosives, and drones. The strike was followed by additional operations on May 17 and 18 targeting ISIS fighters in northeastern Nigeria.<\/p>\n

Mali Awaits U.S. Clarification<\/b><\/p>\n

Malian Foreign Minister Abdoulaye Diop stated that his government has not received any official notification from the United States regarding a potential military operation and learned of the proposal through media reports. He clarified that Bamako is waiting to understand Washington’s official position, without ruling out the possibility of military cooperation with the United States. However, he emphasized that any partner wishing to work with Mali must respect its sovereignty, independent decisions, and the interests of its people.<\/p>\n

The Malian minister confirmed that his country does not rely on external parties to resolve its security issues and depends on its own forces, resources, and national capabilities, noting the necessity for countries wishing to cooperate to consult with Malian authorities regarding their actual needs. Meanwhile, a U.S. official stated that Washington continues to communicate with the Malian government to assess its needs and offer assistance as appropriate, without providing details about the nature of the support or military options being considered.<\/p>\n

These statements reflect the sensitive situation Mali finds itself in after significantly reshaping its security partnerships in recent years.<\/p>\n

Following the military coups in 2020 and 2021, the ruling military council expelled French forces, pressured for the withdrawal of the United Nations peacekeeping mission, and strengthened defense ties with Russia, where the Russian-backed Wagner Group now supports Malian forces against militants. Therefore, any unilateral U.S. military operation would introduce a new geopolitical dimension to a conflict already involving Russian personnel actively.<\/p>\n

The local source noted that the proposed target, Jama’a Nusrat ul-Islam wa al-Muslimin, was formed in 2017 through the merger of several factions loyal to al-Qaeda. The group has established a presence throughout Mali while expanding its operations into neighboring Burkina Faso and Niger, intensifying attacks near coastal countries in West Africa, raising concerns that insecurity in the Sahel may spread southward.<\/p>\n

Analysts believe that any U.S. intervention would go beyond merely a counter-terrorism operation, as it would also test Washington’s willingness to re-engage militarily in a region where Western influence has sharply declined, and Russia has emerged as a dominant external security partner.<\/p>\n

If the operation is carried out, it would enhance the shift towards more direct U.S. military involvement in Africa, after years in which Washington primarily focused on intelligence sharing, military training, and logistical support for African partners rather than conducting direct military strikes.<\/p>\n

American researcher Andrew Lipovitch, an expert on the Sahel region at the Clingendael Institute in the Netherlands, told David Bachelet: “It is likely to be limited to airstrikes. This is a discussion happening within the U.S. administration. I think the likelihood is still extremely limited, and if it happens, it will probably be airstrikes, not a comprehensive military attack.”<\/p>\n

He added: “In Mali, the impact of a U.S. strike is likely to be very limited. Despite U.S. intervention in Nigeria, the relationships there are entirely different. There are no U.S. forces in Mali, and the context is entirely different. If it happens, it will be very limited in terms of the ability to conduct strikes, as well as in terms of its impact.<\/p>\n

Andrew Lipovitch concluded: “An additional intervention will not change the situation. Even if the United States manages to target, for example, another leader of Jama’a Nusrat ul-Islam wa al-Muslimin or another leader of ISIS, it is likely that this will not be enough to change the situation on the ground.”<\/p>\n
