One proposal involves the declaration of the President&#8217;s assets, while the other aims to regulate special allocations and what are known as &#8220;secret funds.&#8221;<\/p>\n<p>This decision followed two meetings held by the National Assembly office on July 17 and July 23, prior to the publication of an official statement regarding the discussion results on July 24. The first proposal pertains to amending Article 37 of the constitution, which concerns the declaration of the President&#8217;s assets.<\/p>\n<p>The second proposal seeks to establish a legal framework for special allocations and secret funds that are included in the budgets of several institutions and public authorities.<\/p>\n<p>Through this proposal, lawmakers aim to subject the funds locally known as &#8220;black boxes&#8221; to increased oversight, as the benefiting entities previously enjoyed a wide margin in their usage without providing detailed justifications regarding their expenditures. The process requires the completion of constitutional and legislative procedures and discussions before voting on them.<\/p>\n<p>The National Assembly statement clarified that the President, Bassey Doumay Faye, and the Minister of Justice have been informed of the proposals to provide their opinions within the stipulated legal deadlines.<\/p>\n<p>These parliamentary initiatives come at a time of political restructuring in Senegal and follow weeks after the Constitutional Council rejected a previous constitutional amendment approved by the National Assembly on June 29, 2026. The council concluded, in its decision issued on July 9, that it was not in accordance with the constitution.<\/p>\n<p>Senegalese authorities have prioritized transparency and anti-corruption efforts since 2024.
