She played a key role in bringing the government’s vision of the Business One-Stop Shop (BOSS) to life. Tasked with the project during her time at Eswatini Investment Promotion Authority (EIPA). She helped turn policy into action, cutting red tape and making it easier to do business in Eswatini. But behind this initiative lies a story of resilience, leadership, and a commitment to inclusive development.
Turning a Vision Into Reality

For Kunene, BOSS represents more than just a professional milestone. It’s a symbol of what determined leadership—especially by women—can achieve in national development. “This achievement will always be a defining moment in my career,” she reflects. “It sends a powerful message about inclusivity and the role women can play in shaping economic progress.”

A Mission Born from Experience

The idea for BOSS was sparked during Kunene’s time leading the Investment Facilitation and Aftercare department at the Eswatini Investment Promotion Authority (EIPA). There, she witnessed first-hand the challenges that hindered business growth—long delays, confusing steps, and poor coordination that discouraged potential investors. Rather than deter her, these experiences fueled her mission. “They gave me the motivation to take on this assignment with passion and purpose,” she says.

Building on a National Mandate

Although the concept of a one-stop shop was outlined in the EIPA Act of 1998 and monitored by global benchmarks like the Ease of Doing Business Index, implementation in Eswatini had lagged. Recognizing the gap, Kunene led a process mapping project with support from the International Trade Centre (ITC). More than 20 stakeholders from both government and the private sector came together to streamline licensing and permitting processes. “We adopted a phased, hybrid approach,” Kunene explains. “We established a physical facility while laying the groundwork to digitalize services and expand participation over time.”

Overcoming Challenges with Purpose

Despite government backing and a strong national push under the “Nkwe” vision, the road to launching BOSS was not without obstacles. Resource limitations and complex coordination tested the team’s resolve. “Leading a project of this scale demanded resilience and constant problem-solving,” Kunene admits. However, the unwavering support of the EIPA CEO and the Minister of Commerce, Industry and Trade kept the initiative on track. “There was no space for excuses—only results.”

Teamwork and Shared Vision

What truly drove success was the shared belief in the project’s potential. “Working with stakeholders who understood and believed in the vision made a huge difference,” Kunene says. Their openness and commitment eased the coordination process and kept the momentum going.

Looking Ahead

Kunene is confident but realistic about what lies ahead. Sustaining BOSS will require strong institutional support, regular performance evaluation, and continuous service expansion. “We want BOSS to be a dynamic and innovative environment—constantly improving and responding to business needs.”
