Africa-Press – Eswatini. <\/strong><\/span>Leader of Public Service Unions (PSUs) say minister of Public Service Mabulala Maseko undermines the Joint Negotiation Forum (JNF) and has rendered it useless.<\/b><\/p>\n

This comes after the minister on Monday hinted that unionised workers were likely to receive the same Cost of Living Adjustment (CoLA) that was offered to non-unionised workers and members of Eswatini Principals Association (EPA) which is a representative of civil service managers. The minister revealed that agreeing on a different percentage with PSUs would be costly for government. The minister also explained that the cost would be caused by the fact that government would have to reimburse EPA and the other civil servants the difference.<\/p>\n

The minister\u2019s utterances pushed the union leaders up the wall. This is because PSUs and the Government Negotiation Team (GNT) are yet to discuss the CoLA item during the JNF after completing the current item on the table, which is the salary review. The leaders said Maseko had rendered their negotiations useless as it was clear that he had taken a decision before they even start the CoLA negotiations.<\/p>\n

President of the Swaziland National Association of Teachers (SNAT) Mbongwa Dlamini said the minister spoke out of turn. He explained that Maseko does not sit at the JNF therefore he was in no position to speak about issues that were at the JNF (for discussion), especially that have not been discussed by the GNT and PSUs, such as the CoLA.<\/p>\n

\u201cThe minister should learn where to stop and shut up,\u201d he said. He revealed that in their meeting last week they asked the chairperson of the JNF, the Principal Secretary of the ministry of Public Service Sipho Tsabedze to urge the minister to refrain from speaking about issues that are discussed at the forum in the media and other platforms because he creates confusion and division among civil servants.<\/p>\n

\u201cWe are still waiting for the report from the PS which I hope he will present tomorrow (today) during the JNF,\u201d he said.<\/p>\n

The Secretary General (SG) of the Swaziland Democratic Nurses Union (SWADNU) Mayibongwe Masangane said the minister\u2019s statement was unfortunate and disappointing as it made the JNF useless.<\/p>\n

\u201cThe statement tells us that we are useless and wasting our time as government bargains in bad faith,\u201d he said.<\/p>\n

The SG said the Maseko does not understand that the JNF is not a committing forum but a negotiation forum, therefore, he should not try to be difficult because he is a nonentity in the JNF.<\/p>\n

Masangane accused the minister of having an agenda to destroy trade unions in the public service. He stated that Maseko was fighting a losing battle because he would not succeed. The SG mentioned that ministers only served for a period not more than five years (in Cabinet).<\/p>\n

\u201cUtophuma tinyonyane atishiye. He will not be a minister forever,\u201d he said, stating that unions will be around longer than he will be in Cabinet.<\/p>\n

Masangane said despite the disappointing statement by the minister they would not be deterred and would continue negotiating for better offers when the time to for CoLA negotiations arrived.<\/p>\n

\u201cWe are not going to give up; we will continue to negotiate in good faith,\u201d he said. He revealed that if Tsabedze failed to give them a report about the minister\u2019s \u2018reckless utterance\u2019 and undermine the JNF, the entire PSU membership would have to march and order or make the minister to shut up.<\/p>\n

\u201cIf Tsabedze fails to give us proper feedback we will tell him where to get off,\u201d he said.<\/p>\n

He noted that when the GNT was told to caution the minister about his conduct they seemed reluctant, hence he said they believed they had not engaged him.<\/p>\n
