{"id":13032,"date":"2022-09-15T14:05:39","date_gmt":"2022-09-15T14:05:39","guid":{"rendered":"https:\/\/www.africa-press.net\/eswatini\/all-news\/show-loyalty-to-tinkhundla-civil-servants-told"},"modified":"2022-09-15T14:58:02","modified_gmt":"2022-09-15T14:58:02","slug":"show-loyalty-to-tinkhundla-civil-servants-told","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/eswatini\/all-news\/show-loyalty-to-tinkhundla-civil-servants-told","title":{"rendered":"SHOW LOYALTY TO TINKHUNDLA, CIVIL SERVANTS TOLD"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Eswatini. <\/strong><\/span><b>The over 40 000 civil servants in the country must show utmost levels of loyalty to all governing structures, policies and Tinkhundla system of democracy.<\/b><\/p>\n<p>This message was portrayed by self-proclaimed loyalist of the Tinkhundla regime in Government Spokesperson, Alpheous Nxumalo, who was one of the delegates during the on-going principal secretaries (PS) training to drive service excellence in the public sector convened at Pigg\u2019s Peak Hotel.<\/p>\n<p>The advice by Nxumalo was aligned to the strong message from Civil Service Commission (CSC) Chairman, Simanga Mamba, for civil servants to fully adhere to all government policies which entail, among others, being transparent, punctual and not doing private business with their employer.<\/p>\n<p>\u201cMy simple advice to anyone working for the government and State of Eswatini itself is to continue to uphold the highest levels of loyalty and patriotism while executing their respective assignments,\u201d Nxumalo said. Mamba, who made the official opening remarks, said civil servants in the various ministries should be able to demonstrate effective delivery of services at a low cost and timely manner.<\/p>\n<p>He said government employees should be able to demonstrate equitable distribution of the services to the people in a fairer and transparent manner. \u201cWe should be able to respond to the needs of the general public. Our services should cover all people, even the disabled. There should be certainty on how we offer services,\u201d he emphasised.<\/p>\n<p>Mamba said the civil servant, as an employee of the Civil Service Commission, has unquestionable responsibility of carrying out government policies in good faith and to perform all duties without fear or favour or will and in accordance with the laid down rules and procedures. He pointed out that the duty of the Civil Service Commission in terms of the Constitution was to appoint officers into the service.<\/p>\n<p>\u201cThis should be candidates who are competent in terms of qualifications, skill and correct attitude. Internal adverts are encouraged,\u201d Mamba insisted. Mamba went on to say promotions should be done in a more transparent manner using the combination of experience, competence and qualifications.<\/p>\n<p>It should not only be experience but confirmations, proper reports and no delays. When addressing the issue of discipline, Mamba said he hope during the workshop, PSs would be able to discuss protocols on case management so that cases that go to the commission were ready. \u201cWe can achieve this through the support of the ministries through good administration.<\/p>\n<p>I want to believe by the time we leave here some of the issues above would have been discussed and a report to be compiled,\u201d he added. The three-days workshop hosted courtesy of the United Nations Development Programme (UNDP) seeks to empower PSs on driving service excellence in the public sector.<\/p>\n<p>The training was aimed at equipping controlling officers on ensuring human rights based service delivery to Emaswati. It was also intended at developing information technology (IT) based innovative models of service delivery.<\/p>\n<p>The meeting will also review all policies that will fast track the provision of services as stipulated in the five-year Strategic Roadmap.
