{"id":14735,"date":"2022-10-26T12:21:10","date_gmt":"2022-10-26T12:21:10","guid":{"rendered":"https:\/\/www.africa-press.net\/eswatini\/all-news\/4-salary-adjustment-for-junior-officers"},"modified":"2022-10-26T13:35:04","modified_gmt":"2022-10-26T13:35:04","slug":"4-salary-adjustment-for-junior-officers","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/eswatini\/all-news\/4-salary-adjustment-for-junior-officers","title":{"rendered":"4% SALARY ADJUSTMENT FOR JUNIOR OFFICERS"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Eswatini. <\/strong><\/span><b>Government has responded to calls to give junior officers what they wanted by signing an agreement for a four per cent salary adjustment. <\/b><\/p>\n<p>The agreement was confirmed by Minister of Public Service Mabulala Maseko following a meeting with the junior officers\u2019 representatives and chief security officers yesterday.<\/p>\n<p>However, despite government announcing that they had reached an agreement, junior officers are not content with the offer and want government to implement the 2014 salary restructuring exercise.<\/p>\n<p>The junior officers also have to wait until January 2023 to enjoy the benefits of the agreement, which will be backdated to April 2022 as the funds are not readily available.<\/p>\n<p>The minister was happy that he managed to address the security forces Phase II salary restructuring exercise after government made a policy decision to restructure the organisational structures for the security forces to align them with other security forces within the SADC region.<\/p>\n<p>He said the ministry would issue a circular to this effect today.<\/p>\n<p>Maseko explained that the salary adjustment would cover junior officers from all three security forces being the Royal Eswatini Police Service (REPS), His Majesty\u2019s Correctional Services (HMCS) as well as the Umbutfo Eswatini Defence Force (UEDF).<\/p>\n<p>This followed recent unprecedented events where junior officers from the police service and Correctional Services delivered petitions to the ministry of public service, ministry of justice and constitutional affairs as well as the prime minister\u2019s office demanding that government should fast track the implementation of Phase II of the salary restructuring exercise.<\/p>\n<p>The minister clarified that the offer was what government had available and further assured that government through a consultant would continue to facilitate the salary review for all civil servants.<\/p>\n<p>\u201cI am happy that we have reached an agreement and this will be effected on junior officers ranked from superintendent and constable. I hope this will put the salary restructuring negotiations to bed while the consultant continues with the salary review exercise for all civil servants,\u201d said Maseko.<\/p>\n<p>He expressed gratitude to all the stakeholders involved, including staff associations, chief security officers, Cabinet, Parliament as well as the general public for their input while working tirelessly to find an amicable solution.<\/p>\n<p>\u201cThis will hopefully bring calm within the security forces and the nation as well as bring back investor confidence and subsequently boost the economy of the country,\u201d he said. The minister further advised that when government dealt with monetary issues, there were a number of processes involved including consultations, calculations and budgetary issues, which all took time and could not be finalised in a day.<\/p>\n<p>Calm<\/p>\n<p>Maseko pleaded for calm from all involved while negotiations were still ongoing.<\/p>\n<p>He said they remained committed and prioritised the wellbeing of all civil servants and further highlighted that as part of their commitment, government had implemented the cost of living adjustment (CoLA) and continued to fill critical vacant positions within the civil service.<\/p>\n<p>As part of improving service delivery, the minister stated that the ministry was currently conducting a workshop for principal secretaries, under secretaries and heads of government departments to ensure the provision of excellent and quality services to the public.<\/p>\n<p>Public Sector Unions (PSUs) have said government\u2019s decision to give junior security forces four per cent salary adjustment yet they also benefited from the three per cent cost of living adjustment (CoLA) and one per cent increment would cause division among its employees.<\/p>\n<p>They, however, clarified that they were not against granting the junior officers the increment but wanted equal treatment.<\/p>\n<p>Swaziland National Association of Teachers (SNAT) President, Mbongwa Dlamini, said they were happy that government workers got an increment.<\/p>\n<p>Dlamini continued to state that this effectively meant that the junior officers now had a better deal, which could cause division among government employees.<\/p>\n<p>He said junior security forces would effectively now get eight per cent salary increment after they benefitted from the recent three per cent CoLA and one per cent once-off salary increment backdated to April 2022 because they were not unionised.<\/p>\n<p>\u201cIt is important for me to clarify that we cannot be selfish and state that we are not against the decision but we should all get the same treatment,\u201d said Dlamini.<\/p>\n<p>He said like all other civil servants who were not unionised the junior officers benefitted from their negotiations as PSUs, which was what they wanted for all government employees.<\/p>\n<p>Dlamini insisted that government was wrong to divide them but correct to grant its employees an increment, which should have been implemented across the board.<\/p>\n<p>Eswatini Police Staff Association Secretary General, Dumsile Khumalo, said they believed that government had taken them for granted and further argued that there was no mention of the four per cent adjustment in the circular issued for the salary restructuring exercise.<\/p>\n<p>Khumalo questioned the timing of the meeting, which she said was on the same date she was expected to appear for a hearing to show cause why she should not be suspended from duty and the association\u2019s activities.<\/p>\n<p>She also expressed her disappointment that the outcry by Members of Parliament who urged government to implement the salary restructuring exercise last week had been ignored.<\/p>\n<p>\u201cThis is not acceptable and we are prepared to continue to fight for what is due to us.
