Africa-Press – Eswatini. <\/strong><\/span>The Eswatini National Petroleum Company (ENPC) intends to award the over E1 million consultancy services contract to a South African company after no local bids were received.<\/b><\/p>\n

Africa International Advisors (Pty) Ltd from South Africa (SA) was enlisted as the best evaluated tenderer for the procurement of consultancy services, development of an emergency petroleum product supply plan and operation modalities for the strategic oil reserve facility contract issued by ENPC. This was revealed by the Eswatini Public Procurement Regulatory Agency (ESPPRA) on their website.<\/p>\n

The intention to award the company was published yesterday. The procurement entity for the tender was ENPC, which was approved by the board\u2019s authority. ENPC requested the unsuccessful bidders to submit an application for review with the agency within 10 working days.\u201cAll tenderers who submitted bids are hereby notified that a period of 10 working days is hereby allowed for submission of any application for review,\u201d said ENPC. It was also mentioned that the tender does not constitute a contract.<\/p>\n

Companies<\/b><\/p>\n

There were no local bids received for the tender, contending companies were Om\u2019kumoh-AI Joint venture from Namibia, Pamimi Enterprises from SA and ENESU Enterprises from SA. Meanwhile, ENPC collected E134 225 404.75 revenue in fuel levy in the past financial year. This was disclosed in the ENPC annual report for the period ended March 31, 2022. ENPC Chairperson Muziwandile Dlamini said ENPC began collecting a E0.35c per litre levy in February 2021. As a result, the revenue for the financial year 2021\/2022 was E134 225 404.75, which he said was a significant increase.<\/p>\n

\u201cThe revenue collected was a significant increase from the previous year as the company was still receiving subvention from the Government of Eswatini,\u201d he said.<\/p>\n

The chairperson mentioned that the improvement in the revenue enabled them to commence work outlined in their strategic plan. \u201cIn the period under review, ENPC initiated activities that are crucial towards the construction of the strategic fuel reserve facility, which is a key mandate of the company and one in which the company will exert a lot of focus on in the next five years,\u201d he said.<\/p>\n

Results<\/b><\/p>\n

ENPC administrator Candy Stromvig added that this successful outcome resulted from the operational initiatives that were undertaken by the company through the guidance of its board of directors. She said projects from the previous financial year were completed and new ones were initiated. She said none of this would have been possible without the loyalty and support of their employees, who had risen to the challenges in an exemplary manner. \u201cBefore considering the year in more detail, I would like to recognise their contribution and thank them for their commitment during a period that has been difficult for us,\u201d she said.<\/p>\n

Projects<\/b><\/p>\n

Stromvig also mentioned that in this financial year, ENPC initiated projects identified in the previous financial year such as the Land use Planning\/Zoning, identification of potential sites for filling stations in rural areas, recruitment of the executive management and support staff.<\/p>\n

She said the company further identified and initiated the Design Optimisation and Bills of Quantities (BOQs), and the development of company policies projects, where their implementation would take place this current financial year. \u201cA milestone of note for the company is the appointment of a member of the executive management, that being the CFO, as well as support staff,\u201d she said.<\/p>\n
