Among issues discussed was the appointment of the PM.<\/p>\n<p>His Majesty had asked Emaswati to help him identify the next prime minister to lead government in the next five years. The king also welcomed submissions to cover on health, economy, education, women election and empowerment, and other thorny issues.<\/p>\n<p>During the second day of the Sibaya people came prepared and kept to the script. They presented on different sections and also asked questions where they needed clarity.<\/p>\n<p>However, the first day saw a number of speakers making propositions on the next PM. They said past experiences had taught them that the country needed a resolute MP, who would be firm on issues of corruption, which was a major let down to the economic drive of the country.<\/p>\n<p>They called for a candidate who was well versed with the Tinkhundla system of governance and someone who was love for the people of Eswatini.<\/p>\n<p>What was common among the speakers was that the next prime minister should be able to instill discipline, call Cabinet ministers to order and root out corruption.<\/p>\n<p>For this to be possible, they said their choice for a prime minister should be someone who would be firm in decision making.<\/p>\n<p>There were calls among the speakers to have the former Kwaluseni MP Cleopas Dlamini retained to allow for continuity in the government system. Former MP, Mkhosi Dlamini from Kwaluseni, suggested a prime minister with a military back-ground, saying there was a need for Parliament and Cabinet to work in harmony.<\/p>\n<p>He said if that person did not have a military background, then they would have a hard time leading.<\/p>\n<p>The former MP noted that if the prime minister was weak, this would division, between the Executive and Legislative.<\/p>\n<p>Corruption<\/p>\n<p>\u201cA military trained prime minister will be able to monitor corruption because discipline will be something that he is used to. There is too much corruption going on in the country,\u201d stated the former MP.<\/p>\n<p>He said the prime minister must be able to discipline Cabinet ministers because they have a tendency of defying Parliament even when called to answer for some of these corrupt practices. The former legislator decried that nothing was done to cabinet ministers who defied Parliament.<\/p>\n<p>Mathendele Dlamini suggested that the former Prime Minister Cleopas Dlamini be given another chance as he took over from the late Ambrose Dlamini and therefore had a short term in office.<\/p>\n<p>He stated that the former prime minister should be given another chance to finish what he had started.<\/p>\n<p>Nkwene MP, Sikhumbuzo Dlamini, said the prime minister must be someone who understood government operations.<\/p>\n<p>He said he would love to see either former prime ministers or government officials taking the job as they understood how the country\u2019s government operates.<\/p>\n<p>\u201cI am not saying that someone from the private sector cannot lead but the most important thing is that the prime minister must be someone who understands the Tinkhundla system of governance and further have love for the people,\u201d said the Nkwene MP.<\/p>\n<p>Dumsile Sigwane said the incoming prime minister must deal with the issue of principal secretaries (PS). Sigwane suggested that PSs must be hired on a contract basis. She said the current structure gave the PSs too much power, which must be rectified.<\/p>\n<p>\u201cIf you follow closely the corruption practices happening within the various government departments, principal secretaries are always behind these acts of corruption,\u201d she stated.<\/p>\n<p>She said principal secretaries must be given a clear mandate of what was expected of them so that the country could continue to develop.<\/p>\n<p>Sigwane said when it comes to appointing the prime minister, the public had no power to do that but that power rested with hin the King. She said all that the public could do was to advise His majesty on the right person to appoint. She said all they could say was that the right candidate must be a person who would dedicate himself or herself in fighting corruption.<\/p>\n<p>Appointed MP Thuli Dladla said she was hopeful that through the nation\u2019s prayers, His Majesty would appoint the right candidate into the position. Dladla said the PM candidate must be someone who loves the country and further understands how it is governed.<\/p>\n<p>According to Dladla, the prime minister must love the citizens as loved by their Majesties and explained that the candidate must have knowledge on socio-economic issues so that the people could get service delivery.<\/p>\n<p>\u201cThis person must be able to push government to effect service delivery to the people. The prime minister must be someone who will help move the country forward and also drive Their Majesties vision. The prime minister must also respect the country and the people so that the country can move forward,\u201d she said.<\/p>\n<p>Dladla further applauded the country\u2019s governance system, saying it was unique from that of other countries. \u201cWe are lucky as a country because we are unique.<\/p>\n<p>We have seen how they explain democracy, where they define it as a way of governing, which depends on the will of the people,\u201d she said.<\/p>\n<p>Former senator Isaac Magagula advised His Majesty that the PM must be someone who has power to protect the image of the kingdom. Magagula said the PM must be willing to protect both Their Majesties image and the country even in bad situations.<\/p>\n<p>According to Magagula, the country deserves someone who will protect the Tinkhundla system, which is in the people\u2019s deoxyribonucleic acid (DNA). He explained that the person to be chosen as PM must have a vision about Tinkhundla system of governance, study where it came from and further assess if it could be amended.<\/p>\n<p>Experiment<\/p>\n<p>\u201cKing Sobhuza II said Tinkhundla was an experiment, so we are still reviving the system.<\/p>\n<p>\u201cThe prime minister must have a vision on how we can review the system and amend it so that we avoid losing the beautiful thing we have,\u201d Magagula submitted.<\/p>\n<p>He further advised His Majesty to appoint someone who understands economics as every sector of the country revolves around the economy. \u201cThis person must know world markets; know how much they are being allocated in terms of budget. It must not only be the minister of finance\u2019s responsibility, but the pm must have knowledge as we want service delivery.\u201d<\/p>\n<p>Mathanaza Ngcamphalala said the next PM should be someone who would try to uplift Emaswati at grassroots level by implementing initiatives to safeguard the interests of the people. He further called for a prime minister who would enforce the decentralisation strategy of government so that people in constituencies can benefit from government systems.<\/p>\n<p>\u201cWe request a PM who will know all the corners of the country, have love for the people and the country so that people can easily benefit in each and every government service,\u201d he said.<\/p>\n<p>Former unionist, Jabulani Nxumalo said the PM should be someone who recognises Sibaya as it is part of the Constitution.<\/p>\n<p>Nxumalo stated that the PM must be cognisant of the fact that it was the highest decision making body. He stated that the PM should understand Section 218 of the Constitution, which speaks about community governance as being tied in the chiefdoms.<\/p>\n<p>\u201cThe PM must understand that everything happening in the country happens within the Constitution and there are no amendments of the laws outside the Constitution.
