This is despite the fact that the auditor general\u2019s (AG) observation, that the contract awarded to Slomoes was unauthorised. The observation is contained in the AG, Timothy Matsebula\u2019s Financial Audit Report for the year ended March 31, 2021. In the report, the AG said he observed that the DPMO contracted Slomoes Corporation to install a security system, and the scope of rendering the services was without proper planning and authority to spend public funds on the extended works. In addition, the project was neither budgeted for, nor approved by Cabinet. Another anomaly, according to the AG, was that the works were procured under the recurrent expenditure funds, whereas they were to be financed under a project. \u201cThe project was not included in the Appropriation Act of 2021 (approved budget). There was no revised contract between Slomoes Corporation and the DPM\u2019s Office as the initial contract was meant for installing an electronic security system,\u201d the report states.<\/p>\n<p><b>Invoice<\/b><\/p>\n<p>It was mentioned that the procurement method used was not clear, as there was no contract and quotations, except for an invoice amounting to E769 361 74. \u201cDocumentation from Slomoes revealed that bathrooms were to be built, tiled, painted and furnished, which was way out of the scope of installing the electronics security. \u201cOn review of the contract and invoices, I discovered that the works procured were not planned for, and were way out of the contract awarded and the scope of the contract,\u201d the AG said. He added that some of the anomalies he noted included that the works undertaken and procured from Slomoes Corporation were not properly planned for and the Ministry of Public Works and Transport was not involved.<\/p>\n<p><b>Unambiguous<\/b><\/p>\n<p>\u201cThis was in violation of the Regulations on Public Procurement number 37, which states that \u2018a statement or requirements for works shall provide a complete, precise and unambiguous description of the works required and shall include scope of work, purpose and objective of the works and duration of the work, details of supervision requirement, bills of quantities and inspection\u2019. \u201cSimilarly, the Public Procurement Regulations, 2008 Schedule 2, specifies that the procurement threshold of open tenders for works is E500 000.
