According to the tender invitation notice issued by ENPC, the invitation is open to local and Southern African Development Community (SADC) region construction companies, with the capacity and requisite experience in the construction of infrastructure of similar nature and magnitude. The tenders are for engineering, procurement and construction (epc) of fuel tanks, mechanical and electrical, civils, structural and related works.<\/p>\n<p><b>Investment<\/b><\/p>\n<p>The ENPC is recognised as the country\u2019s national oil company by the established Petroleum Act No.18 of 2020 and has been mandated by the government to build and operate a Strategic Oil Reserve Facility at Phuzumoya. In efforts to implement the project, ENPC signed a Memorandum of Understanding (MoU) with a Taiwanese company, Overseas Investment and Development Corp (OIDC), which will provide its expertise in constructing engineering facilities for the construction of the Phuzumoya Strategic Fuel Reserve Facility. In a recent interview with this publication, ENPC Chief Executive Officer (CEO) Nhlanhla Dlamini said they were currently working around finalising the financing model of the project.<\/p>\n<p>The CEO mentioned that it was important to note that ENPC would ensure that the funding would be the most economically viable one for the country at large, information on same would be shared with the public in due course. Explaining how the MoU was going to benefit them as ENPC and the country at large, Dlamini said this MoU was a starting point for negotiations of any kind with respect to the construction of the facility, which would, among other discussions include joint ventures and participation of local companies.<\/p>\n<p><b>Infrastructure<\/b><\/p>\n<p>He said the signing of the MoU indicated an intention by both parties to cooperate in the construction of the strategic fuel reserve facility in view of OIDC\u2019s outstanding technical capabilities and substantial experience in steering complex engineering projects like the current one. The CEO added that the construction of the fuel storage facility will strengthen the national fuel infrastructure and ensure security of fuel supply for 60 days, which equates to 80 million litres of fuel, made up of 40 million litres of unleaded petrol (ULP) and 40 million litres of diesel (D50). Consequently, the product and storage capacity is as follows:<\/p>\n<p>* Diesel (D50) and Unleaded Petrol (ULP)<\/p>\n<p>* 4 x 10,000 m3 D50; 4 x 10,000 m3 ULP; 2 x 2,000 m3 Ethanol; 5 x 42 m3 Additive Tanks<\/p>\n<p>* Additive Dosing by Fuel\/Oil Companies.<\/p>\n<p>When making his remarks during the MoU signing with the Eswatini Energy Regulatory Authority (ESERA) in August, the CEO stated that a lot of background work had been done, including financial model (market survey), designs were ongoing and an Environmental Impact Assessment (EIA) report had been approved by the environmental authority.<\/p>\n<p><b>Reserves<\/b><\/p>\n<p>Dlamini mentioned that on this project they were optimistic that funding would be secured soon, followed by the appointment of a contractor and then finally breaking ground before the end of the last quarter of 2023\/24. \u201cThis projected is estimated to take approximately 30 months,\u201d said the CEO. His Majesty King Mswati III cut the sod for this project back in 2013. Speaking during the sod-cutting ceremony, His Majesty expressed gratitude to American Tank and Vessel for bringing a project of this magnitude into the country. He said the project was geared to transform the lives of ordinary Eswatini citizens, who stand a chance to get jobs.
