{"id":37940,"date":"2023-11-15T07:05:12","date_gmt":"2023-11-15T07:05:12","guid":{"rendered":"https:\/\/www.africa-press.net\/eswatini\/?p=37940"},"modified":"2023-11-15T06:45:26","modified_gmt":"2023-11-15T06:45:26","slug":"ers-sars-bid-to-speed-up-cargo-clearance","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/eswatini\/all-news\/ers-sars-bid-to-speed-up-cargo-clearance","title":{"rendered":"ERS, SARS\u2019 BID TO SPEED UP CARGO CLEARANCE"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Eswatini. <\/strong><\/span><b>In a bid to lower trade costs and timely delivery of goods, ERS is teaming up with the South African Revenue Service (SARS) to conduct a Time Release Study (TRS).<\/b><\/p>\n<p>This is a groundbreaking initiative that will help to speed up cargo clearance, cut costs for businesses and make the process of trade more efficient. The TRS was launched yesterday at the Ngwenya Border Gate by both the Eswatini Revenue Service (ERS) and SARS. It\u2019s a study conducted based on the World Customs Organisation (WCO) TRS methodology with capacity building and technical assistance from the WCO, through the WCO Mercator Programme supported by the WCO, UNCTAD, HMRC and Accelerate Trade Facilitation Programme.<\/p>\n<p>It is worth noting that Ngwenya\/Oshoek Border Gate is a big and busy port of entry between Eswatini and South Africa as over 600 trucks pass through every day. TRS is a unique tool developed by the WCO to measure the actual time taken for the release and\/or clearance of goods, from the time of arrival at the border until the physical release of cargo.<\/p>\n<p><b>Purpose<\/b><\/p>\n<p>The purpose of this trade facilitation measure is to; identify bottlenecks in procedures related to the international movement of cargo (nature and the causes for those problems); recommend possible solutions to address the bottlenecks. Solutions can be implemented by the border agency, government and policy makers which are the National Trade Facilitation Committee (NTFC). The purpose of the study is also to implement recommendations for continuous improvement (time taken) and also to assist the two countries (Eswatini and South Africa) comply as member states to the WTO TFA article 7.6 &#8211; establishment and publication of average release times.<\/p>\n<p>Speaking during the launch of the study, SARS Head of customs border operations, ports of entry and customs and exercise compliance Beyers Theron said Time Release Studies were vital &#8211; not only to identify the root causes for border delays and to help with the transition of individual and traditional borders into smart, automated and technology-driven borders &#8211; but also as measurable and data-based precursors for the improvement of entire trade corridors. He said it also gave practical effect to the commitments made by Commissioner Generals of SACU Tax and Customs Administrations to drive the trade facilitation agenda amongst SACU Member States.<\/p>\n<p><b>Sustainability<\/b><\/p>\n<p>Theron stated that the study also aims to mobilise pre-arrival electronic data, resources, functions, processes, agreements and legislation around a shared vision of effective and efficient border processing, across all regulatory agencies, so that their respective functions were discharged in a co-ordinated manner to the benefit of trade and the larger economy. He mentioned that the TRS and the facilitation benefits could inform and quantify, create measurable value for economic operators and were necessary for the sustainability and growth of regional trade corridors, helps to identify, limit and alleviate the effects of procedural bureaucracy, inefficiencies and costs on legitimate trade and supports the regional economic benefits envisaged by the African Continental Free Trade Agreement (AfCFTA).<\/p>\n<p>He added that in a recent Trade Brief published by the Trade Law Centre for Southern Africa (TRALAC) on delays and barriers to trade in the cross-border corridors of the Eastern and Southern African region, it was noted that while the AfCFTA offered significant prospects to improve cross-border trade for the entire continent, it requires supportive national trade policies and complementary administrative measures at the implementation fronts to be put in place and effectively managed and implemented. He also quoted estimates by the World Bank which indicated that both the reduction in Non-Tariff Barriers (NTBS) on goods and services and the improvements in trade facilitation measures, could account for about two-thirds of the US$450 billion in potential income gains from the agreement.<\/p>\n<p><b>Supply<\/b><\/p>\n<p>\u201cNevertheless, this can only be achieved on condition that the long delays across the majority of Africa\u2019s borders (including border corridors) are reduced and compliance costs are significantly lowered, making it easier for businesses in Africa to become better integrated into regional and global supply chains,\u201d he said.
