Prime Minister (PM) Russell Mmiso Dlamini and his Cabinet colleagues have heeded His Majesty\u2019s call in a very impressive way. Politicians like Deputy Prime Minister (DPM) Thuli Dladla and Health Minister Mduduzi Matsebula have already demonstrated that there is no time to waste. They have actually gotten off their swinging chairs in those air-conditioned offices to visit various stakeholders of their ministries, who include ordinary citizens like orphans and patients in public health facilities. We need to give credit where it is due.<\/p>\n<p>It would be remiss of us to ignore the speed at which Cabinet has moved to address the health crisis that was a major topic during the recent People\u2019s Parliament (Sibaya). Not much can be said to have changed in public health facilities recently but the PM has given the nation hope. He began by including the issue of health care in his ambitious policy statement presented to the nation over a week ago.<\/p>\n<p><b>improvement<\/b><\/p>\n<p>This statement covered areas like the formulation of a short to medium-term plan anchored on the Sibaya submissions, improvement of the country\u2019s education curricula and giving appropriate attention to information, communication and technology (ICT), tourism, mining and manufacturing. On health, the statement proclaimed that government sought to strengthen the healthcare system by finding a lasting solution to the current crisis and strategically increasing the focus on preventive health. I liked the phrase \u2018lasting solution\u2019 because such a crisis should remain the scandal it was and be buried in the past forever. We cannot afford to have a `chronically ill\u2019 public health system. Hardly a week after this policy statement, Dlamini issued another one detailing exactly what his administration will do to bring an end to the multiple challenges that have rendered our healthcare system practically dead. This statement announced the formation of a Cabinet subcommittee to monitor all the interventions to be employed.<\/p>\n<p>I was pleased that there were no long timelines that would eventually be overtaken by events, rendering the whole thing pointless. Everything will be done \u2018immediately\u2019, with the subcommittee having its finger on the pulse daily. The drastic steps government has taken to resolve the prevailing health crisis triggered by the shortage of drugs in public health facilities include expediting the transformation of the Central Medical Stores into a semi-autonomous government institution responsible for the acquisition, distribution and disbursement of pharmaceuticals. The new wing of the Mbabane Government Hospital will also be made operational, together with the intensive care unit (ICU).<\/p>\n<p><b>optimise<\/b><\/p>\n<p>Critical but vacant positions necessary to optimise the same hospital will be filled. There is a list of about eight areas that need immediate intervention. That the PM was bold enough to charge the Royal Eswatini Police Service (REPS) to intensify investigations into corrupt practices by service providers and government employees proved beyond doubt that the period of looting medical drugs and siphoning money without delivering what has been ordered is over. Cabinet has shot its shot, as they say. The onus is now on Parliament to ensure that the programmes, policies and interventions government has set out are carried out to the letter. As I was saying, MPs have no excuse now, after the induction workshop held at the Happy Valley Hotel last week.<\/p>\n<p>Here, most questions they may have had about their duties as parliamentarians were answered. They know what is expected of them now. If they go into their respective chambers (Senate and House of Assembly) to daydream, it will be because they joined politics only for the benefits, not because they do not know what should be done. This induction conference was one of a kind. It brought in various stakeholders to address the MPs and bring them up to speed on a number of issues. As we speak, they know now what the situation is in Eswatini as far as corruption is concerned.<\/p>\n<p>Yes, some of them squirmed in their seats when the Anti Corruption Commission (ACC) team declared that MPs were among the most corrupt sectors of our society, but they should have gotten over this statement that very same night. They should now be ready to turn the tables and become the first Parliament of Eswatini to do away with corruption. Parliamentarians were also warned about cybercrime, operations of the Sincephetelo Motor Vehicle Accident Fund (SMVAF), land issues, human rights and money laundering. They were also taken through the process of formulating the national budget. On Thursday, they were once again exposed to shocking details about how government is managing &#8211; if not mismanaging &#8211; the country\u2019s economy.<\/p>\n<p><b>dream<\/b><\/p>\n<p>Siphiwe Dlamini, Principal Planning Officer in the Ministry of Economic Planning and Development, made MPs aware that transforming the lives of emaSwati would remain a dream if the manner in which the economy was managed did not change. She said the National Development Plan 2023 \u2013 2026 outlined what needed to be done to improve the lives of emaSwati, in a country where the unemployment rate stands at 33 per cent and only 69 per cent of the population has access to clean water. However, it was almost impossible to see the plan to fruition because of pervasive corruption, the lack of monitoring of government resources and uncontrolled spending. She wondered if Eswatini needed 19 ministries and the dozens of parastatals that bleed government of millions of Emalangeni each year in subventions. MPs should also be wondering the same thing. Their constituents now expect them to use this information to turn things around and make the country better.
