Africa-Press – Eswatini. <\/strong><\/span>With civil servants accusing government of putting the cart before the horse by implementing the performance management system before capacitating them with working tools, government says they have been quick to complain.<\/b><\/p>\n

This, government said was because it would be implemented in a staggered approach.<\/p>\n

Public sector associations have objected to the system being implemented, demanding that they should first be capacitated with working tools.<\/p>\n

The system is expected to be implemented on Thursday.<\/p>\n

Ministry of Public Service Principal Secretary, Sipho Tsabedze, said the roll-out of the system would start specifically at management level to allow for further consultations with the public sector associations (PSAs) to address any apprehensions or issues raised.<\/p>\n

By management level, Tsabedze said it meant the system would first be implemented to principal secretaries, undersecretaries, directors and heads of department among other change agents, who had already been trained.<\/p>\n

The strategic decision, according to the controlling officer, reflects a proactive approach by the ministry to address concerns raised by stakeholders, while ensuring the effective implementation of the system across the government sector.<\/p>\n

\u201cBy initiating consultations and adopting a staggered approach, government aims to foster transparency, inclusivity, and collaboration in the implementation process,\u201d said Tsabedze.<\/p>\n

Importantly, according to the PS, none of the PSA members would be affected during this initial phase, pending the conclusion of consultations on the matter.<\/p>\n

Tsabedze emphasised government’s willingness to engage with the associations, underscoring the importance of cooperation and dialogue in achieving the objectives of the PMS.<\/p>\n

This approach underscores government’s commitment to responsive governance and stakeholder engagement. As the launch date approaches, anticipation mounts regarding the successful implementation of the system and the outcomes of on-going consultations between government and the associations.<\/p>\n

With a focus on collaboration and responsiveness, government hopes to navigate challenges and ensure the effective management of performance across the public sector, ultimately contributing to enhanced service delivery and organisational efficiency.<\/p>\n

Prime Minister, Russell Dlamini, during Cabinet\u2019s retreat, disclosed that to improve service delivery, government has decided that the system would be fully rolled out to ensure service delivery.<\/p>\n

The premier said growing the economy and improving service delivery will form the basis of government\u2019s work under the current cabinet\u2019s term.<\/p>\n

n To ensure that individual performance is reviewed against mutually agreed performance standards and feedback is provided to employees.<\/p>\n

n To facilitate that good performance is recognised and poor performance is appropriately managed through a structured training programme, the Employee Assistance Programme (EAP).<\/p>\n

To foster the development of a more open and participatory work environment which enables open coaching and mentoring thus leading to improved performance.<\/p>\n
