Africa-Press – Eswatini. <\/strong><\/span>Siphofaneni Inkhundla will have a new Member of Parliament by the end of July, as announced by the Elections and Boundaries Commission Chairperson, Prince Mhlabuhlangene.<\/b><\/p>\n

He announced that the civic and voter education would be held this coming weekend; Saturday and Sunday.<\/p>\n

With just a less than one year remaining in the current term of office for MPs, the EBC will conduct by-elections to replace former Siphofaneni MP Mduduzi Simelane, and Hlutse and Lusabeni Councillors under Gilgal and Nkilongo constituencies.<\/p>\n

\u201cWe are here to announce to the nation the approval of the Royal writ that has been signed concerning the outstanding by-elections as an offshoot of the 2018 general elections. Bayethe! Wena waPhakathi!<\/p>\n

\u201cIt is of course in keeping with our facilitated mandate as an Elections Boundaries Commission in giving full expression to the dual nature of the Tinkhundla system of governance, which is a monarchical democracy.\u201d
\nIt is in this regard, he said that they were pursuant to facilitating and confirming the duality in the country\u2019s governance as a nation for both the monarchical component, as well as the democratic component.<\/p>\n

He said it was also against the backdrop of the parliamentary system used, which was parliamentary democracy that was none other than the creation of the establishment of Parliament through a process of elections from grassroots level, elections that are free and fair.<\/p>\n

Adding, the prince said they had been practicing the parliamentary democracy even much earlier, however, it was constitutionally established in 2005 as the system that this country subscribes to; \u2018A system by which we then have the decentralised Parliament in two levels, the national Parliament and the one constituency Bucopho.\u2019<\/p>\n

\u201cIt is in this regard that we seek to feel in the vacant positions of two Tinkhundla counsellors (bucopho) and one Member of Parliament.
\n\u201cThe areas that are to be affected by the by-elections are Hlutse under Gilgal constituency, Lusabeni under Nkilongo constituency and Siphofaneni constituency, which is made of seven communities, namely: KaMkhweli, Madlenya, Nveka, Maphumakudze, Mapilingo, Ngevini and Tambuti,\u201d added the chairperson.<\/p>\n

The chairperson added that the key highlights that they could report concerning the by-elections is that the initial kick-off across both primary and secondary elections is the civic and voter education scheduled for this weekend.<\/p>\n

He said it will be followed by the process of nomination, which also has two days allocated to it, May 28 and 29. Subsequent to that, he said the actual polling day is on July 2, and that is where the primary elections with regards to bucopho will end.<\/p>\n

He said they will then proceed as the continuation only affects the vacancy relating to the MP, in that regard, they have allocated July 3 to July 29 to be the dates within which campaigning will take place under the secondary elections.<\/p>\n

\u201cFinally, the secondary election polling day allocated is July 30, which will mark the completion of the by-election process of the Siphofaneni MP,\u201d he added.<\/p>\n

The prince also pointed out that the theme that is always pronounced is that of inclusion having the widest range of inclusion in participation knowing very well and understanding that the process is the nation\u2019s expression of the right to popular representation, which is a virtue within the tenets of democracy.<\/p>\n

Therefore, he said it was important that the national process of elections is what validates the claim of the nation that the country as a whole in asserting that it is a monarchical democratic country. Further, he said the democratic component legitimiser in any jurisdiction is only legitimised by having free, fair and credible elections.<\/p>\n

\u201cHe said that was exactly what we have to practice as nation to them entitle us in our understanding to then proclaim that we are a monarchy that embraces democratic principles and values to an extent of our national identity.<\/p>\n

\u201cWe have had this process for some time but has been an evolutionary progression constitutionally marked by the 2005 Eswatini Kingdom Constitution, which entrenches the right to vote, which the right to popular representation in parliament, especially.<\/p>\n

It is within that context that EBC has a role to play as well as the nation as a whole because without participation and understanding that it is their right to self-government, the two work together. It is the spirit of validation that we implore Emaswati to participate in these by elections,\u201d he said.<\/p>\n
