{"id":6166,"date":"2022-05-17T17:18:46","date_gmt":"2022-05-17T17:18:46","guid":{"rendered":"https:\/\/www.africa-press.net\/eswatini\/all-news\/one-company-owed-e90-million-from-2008"},"modified":"2022-05-18T10:18:19","modified_gmt":"2022-05-18T10:18:19","slug":"one-company-owed-e90-million-from-2008","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/eswatini\/all-news\/one-company-owed-e90-million-from-2008","title":{"rendered":"ONE COMPANY OWED E90 MILLION FROM 2008"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Eswatini. <\/strong><\/span><b>Members of the Public Accounts Committee (PAC) were shocked after being informed that government owed a company E90 million from 2008.<\/b><\/p>\n<p>The Ministry of Public Works and Transport was singled out as the worst with regards to debt payment.<\/p>\n<p>This came up during the public works ministry\u2019s appearance before the Public Accounts Committee (PAC) yesterday.<\/p>\n<p>The failure to pay debts was raised by the accountant general\u2019s office, which revealed that the ministry had the worst track record with regards to clearing of arrears.<\/p>\n<p>Manqoba Dlamini, who represented the accountant general revealed that the ministry had a tendency of defaulting on their payments to suppliers.<\/p>\n<p>According to Dlamini, among the glaring issues were retention fees which were not budgeted for properly yet they had to be honoured.<\/p>\n<p>He said there needed to be a proper strategy to budget for arrears.<\/p>\n<p>\u201cIt is well known that the ministry of works does not have the best track record with payment of suppliers. For instance, there is a company that is owed around E90 million since 2008. How do you expect them to survive,\u2019 he enquired.<\/p>\n<p>This led to some of them suggesting that the ministry should stop engaging in new projects and clear out arrears first. Mtfongwaneni Member of Parliament, Roy Fanourakis said what was happening was very painful as government had a tendency of engaging private companies, mainly small medium enterprises (SMEs) but failed to pay once services were delivered.<\/p>\n<p>According to Fanourakis, what made the situation worse was that some big companies were prioritised when it came to payments and smaller companies were left out yet they needed the funds more.<\/p>\n<p>The MP said if he had it his way, he would suspend all government projects until all debts had been cleared. \u201cThis cannot carry on and government cannot keep on destroying local companies,\u201d Fanourakis said.<\/p>\n<p>Manzini Region MP, Busisiwe Mavimbela enquired if government had made an effort to clear the arrears when funds were made available. Appointed MP Prince Mfanawemakhosi wanted to know if the suppliers owed by the ministry were included in the list for the loan amounting to E2 billion requested by government for clearing debts.<\/p>\n<p>The ministry of Public Works Principal Secretary, Thulani Mkhaliphi, confirmed that they were heavily indebted.<\/p>\n<p>The PS said this was partly due to the nature of the work they did and that they had a number of projects running concurrently.<\/p>\n<p>&#8220;It is true that we are behind on payments but most of the debts are not because services were not delivered or that we do not want to pay. This is mainly due to the unavailability of funds.\u201d<\/p>\n<p>Mkhaliphi said there was a need to have an honest engagement with the treasury department because in most cases, when they requested for funds, they were informed that there were none available and failure to honour payments attracted the accumulation of interest.<\/p>\n<p>He said a number of the old debts were disputed debts and some of the cases were pending in court while appearing as outstanding payments.<\/p>\n<p>The PS explained that failure to pay debts by the ministry was draper than neglect of work on their part.<\/p>\n<p>Mkhaliphi revealed that he was against the freezing of projects and said this would be a bad decision because these projects were the lifeline of the country&#8217;s economic activity.<\/p>\n<p>\u201cI strongly advise against stopping projects because they are the lifeline of a vibrant economy.
