Africa-Press – Eswatini. <\/strong><\/span>As Eswatini braces itself for the upcoming national dialogue, SADC has strongly recommended engagement at Tinkhundla level as a starting point.<\/b><\/p>\n

In fact, similar to the recent pronouncement by His Majesty King Mswati III that the much-anticipated dialogue must be held in a conducive environment, the Southern African Development Community (SADC) has called for restoration of traditional linkages between the constituencies (Tinkhundla) and the community to enable the people to engage with their constituency leaders.<\/p>\n

This recommendation was made by SADC in the framework for inclusive multi-stakeholder national dialogue in Eswatini.<\/p>\n

The SADC Organ Troika Ministerial fact-finding mission made this recommendation after it had been dispatched to the kingdom in July 2021 following the civil unrest in late June 2021, which resulted in nearly E1 billion damages to infrastructure, national assets and personal property.<\/p>\n

The team, which had been assigned by President of South Africa, Cyril Ramaphosa, in his capacity as Chairman of the Organ, advised that bearing in mind the natural necessity and the supremacy of domestic interventions and the need for the country to own its future direction, Eswatini should use its own structures in the process of dialogue.<\/p>\n

The utilisation of existing national structures was emphasised on by SADC to the extent that it also advised that Parliament should be allowed to deliberate on the political situation as well.<\/p>\n

SADC also tasked Eswatini to take immediate measures to restore police-community relations at the local level.<\/p>\n

It was mentioned that these may include police leadership interacting with the local communities at meetings, specifically aimed at rebuilding trust and taking concerted steps towards instituting an inclusive national dialogue aimed at finding a common peaceful and durable solution to the challenges facing the country.<\/p>\n

In the interests of inclusive dialogue, SADC said consideration should also be given to the participation of proscribed organisations.<\/p>\n

The mission also reiterated the recommendation that was made by the SADC Electoral Observation Mission (SEOM) in 2018, which encouraged \u201cgovernment and citizens of the kingdom to continue to conduct peaceful and tolerant dialogue with respect to the organisation of the political system, in particular, the recognition of the role of political parties in the context of the Tinkhundla system. The dialogue should give full effect to Section 25 of the Constitution as well as Section 236 that also subscribes to the SADC values and norms as enshrined in the principles and guidelines governing democratic elections which provides for the right to freedom of association.\u201d<\/p>\n

In terms of findings by the mission, it was acknowledged that there were on-going efforts for constituency leaders to restore engagement with their respective communities. However, this was against the backdrop of an escalation in the tensions and disturbances in the country.<\/p>\n

SADC also found that while certain procedures had been instituted, there was no substantive progress with respect to formal government investigations in relation to deaths and injuries arising from the disturbances that took place in June 2021.<\/p>\n

SADC also noted the overwhelming call from stakeholders and the international community on the need for government to pronounce itself on an inclusive national dialogue as the means to finding durable and sustainable solutions to the country\u2019s challenges.<\/p>\n

In this regard, it should be noted that His Majesty King Mswati III made an announcement on October 23, 2021 committing that a national dialogue would be convened to address the country\u2019s challenges.<\/p>\n

Prime Minister Cleopas Dlamini has on various instances also confirmed that the country would definitely convene a national dialogue after finalisation of all necessary logistics.<\/p>\n

On Tuesday, Government Spokesperson Alpheous Nxumalo said the dialogue date would be announced in due course when it has been decided upon.<\/p>\n
