LOBAMBA<\/b> \u2013 Mbabane East Member of Parliament Welcome Dlamini has called on the Ministry of Justice and Constitutional Affairs to ensure that Chief Justice Bheki Maphalala is compensated for losses he suffered during the 2021 unrest.<\/p>\n
Dlamini made the remarks when the ministry appeared before the House of Assembly Portfolio Committee to present its 2025\/26 annual performance report and discuss its proposed 2026\/27 budget allocation.<\/p>\n
The legislator said it was important for justice and fairness to prevail, noting that several citizens whose properties were damaged during the unrest had already been compensated.<\/p>\n
He pointed out that the Chief Justice\u2019s home was burnt during the unrest and that he also lost cattle during the incident. Dlamini said it was important that the matter be addressed, as other victims had already received support to rebuild their lives.<\/p>\n
Meanwhile, members of the portfolio committee also shared observations and raised questions regarding developments within the justice sector and correctional services.<\/p>\n
Dlamini further reflected on a recent visit by Members of Parliament to the Matsapha Maximum Correctional Centre. He said legislators were encouraged by the orderly environment within the correctional facility and the respectful conduct displayed by inmates.<\/p>\n
He noted that the interaction between inmates and visitors demonstrated positive rehabilitation efforts. The MP also observed that some international inmates, including those from the United States, appeared to be integrating well with other inmates.<\/p>\n
Members of Parliament requested additional information regarding the number of international inmates currently housed at the facility and the arrangements made for their welfare.<\/p>\n
Mayiwane Member of Parliament Sicelo Dlamini also raised concerns about staff development within His Majesty\u2019s Correctional Services. He highlighted the need for regular promotions, noting that some officers had reportedly worked for several years without advancement.<\/p>\n
Dlamini said improving promotion structures and ensuring clear ranking systems would help strengthen morale and enhance service delivery within the correctional system.<\/p>\n
Other members commended the leadership of the ministry and its institutions, including Justice Minister Prince Simelane and HMCS Commissioner General Phindile Lamakhosini Dlamini, for ongoing reforms within the sector.<\/p>\n
Hhohho Region MP Zanele Magagula also highlighted the importance of modernising court systems, noting that the introduction of electronic systems could help reduce the loss of case files and improve efficiency in the justice system.<\/p>\n
Meanwhile, Somntongo Inkhundla MP Sandile Nxumalo welcomed the ministry\u2019s decision to establish a commission of inquiry into the operations of the Master of the High Court, describing it as an important step towards strengthening accountability.<\/p>\n
Nkhaba MP Hope Shiba also asked about progress on the planned electronic case management system and raised concerns about infrastructure challenges at some courts, including leaking roofs that could damage important documents.<\/p>\n
Members agreed that continued dialogue between Parliament and government institutions would help strengthen the justice system and improve service delivery across the country.<\/p>\n
