This political process comes amid a sharp paradox; while the government attempts to emphasize its economic record and development agenda for political gains, the reality on the ground presents the country with active internal fronts and escalating diplomatic challenges with its neighbors. This situation complicates the security landscape surrounding the second most populous country in Africa.

Active Internal Fronts

Prime Minister Abiy Ahmed faces years of violent conflict in ethnically organized regions, particularly in his home region of Oromia, the largest in the country, and in Amhara, the second largest region, where the Fano militia has controlled vast areas of the countryside since 2023.

Due to this security deterioration and lack of safety, at least eight electoral districts out of a total of 138 in Amhara have been excluded from the voting process, with expectations that these conditions will affect voter turnout.

The civil war in the north in 2020 and 2022 resulted in the deaths of hundreds of thousands due to direct violence, famine, and the collapse of healthcare, following the breakdown of relations between Abiy Ahmed and the leaders of the Tigray People’s Liberation Front, who dominated national politics for three decades before his rise.

Despite a peace agreement, armed skirmishes have erupted since January between the Tigray forces and the federal army, along with fighters allied with the government.

Due to these “unfavorable conditions,” the electoral council announced the complete cancellation of elections in the Tigray region, depriving the region for the second time of federal representation and its voice in the 547-seat parliament, continuing its exclusion for the past six years, pushing it further to the margins amid rising famine, conflict, and alleged deprivation of resources by the central government.

The now-banned Tigray People’s Liberation Front has executed its threat by violating a key provision of the Pretoria Agreement (signed on November 2, 2022, in the administrative capital of South Africa between the Ethiopian federal government and the Tigray People’s Liberation Front), reasserting its control over the political administration of the region on Tuesday by restoring its pre-war legislative council and electing TPLF leader Debretsion Gebremichael as the head of the region.

The federal government views this move as an attempt to incite further conflict. The TPLF accused the government of withholding salaries from employees and inciting conflict while extending the term of the interim administration head without consulting them.

With the interim administration head Tadesse Worede insisting on remaining in his position, two competing authorities have emerged in the region, coinciding with the explosion of a hand grenade near the offices of the interim administration in Mekelle.

This escalation has prompted a warning from an advisor to Abiy Ahmed about the return of “catastrophic conflict,” amid calls from the European Union and Britain to de-escalate tensions, with fears of dragging the region into a proxy war.

Opponents, activists, UN investigators, and human rights groups accuse Abiy Ahmed’s government of rolling back previous human rights gains, such as the release of journalists, activists, and political prisoners, and lifting bans on parties when he took power in 2018; this is through the detention of journalists, closure of civil society organizations, and atrocities during military campaigns to quell unrest, while the government denies systematic violations, claiming that what occurred was a protection of national security.

The previous rapprochement that earned Abiy Ahmed the Nobel Peace Prize in 2019 for ending hostilities with Eritrea has turned into new hostility in recent years.

This is partly due to his repeated statements that landlocked Ethiopia has the right to access the sea, which Eritrea viewed as an implicit military threat, despite Abiy Ahmed’s insistence on pursuing the matter through dialogue. Addis Ababa also accuses its neighbor Asmara of supporting rebel groups to destabilize it.

The Election Dilemma

Predictions indicate the ruling Prosperity Party will dominate the parliamentary and regional elections on Monday with a landslide victory. Abiy Ahmed (49 years old) has successfully consolidated his political grip since his appointment in 2018 following mass protests that ended the TPLF’s dominance.

His party currently holds more than 500 seats in the House of Peoples’ Representatives and achieved a landslide victory in the 2021 elections, securing 410 seats out of 484 in the parliament at that time. He is expected to secure a new five-year term under the electoral system where voters choose their representatives in parliament and regional councils, and then the representatives vote to select the prime minister.

The ruling party faces a fragmented opposition weakened by internal rivalries and disputes. These parties accuse the federal government of undermining their movements by arresting their leaders and imposing legal obstacles to restrict their political activities, allegations the government has rejected, affirming its commitment to the law.

In this context, the youngest candidate, the head of the Ethiopian People’s Revolutionary Party, Mestresilasi Tamirat, described the process as “far from being genuine and democratic,” noting that the system favors the ruling party and prevents them from operating freely or meeting with their electoral blocs.

The spokesperson for the main opposition party, Izema, Eyol Solomon, confirmed that his party is committed to ending the race-based politics, pointing out that citizens have been attacked and persecuted because of their identity and merely for living in areas perceived by others as not belonging to them.

About 50 million registered voters are participating in this election out of a total population of Ethiopia, which ranges between 120 and 130 million. Results are expected to emerge by June 11.

Former Kenyan President Uhuru Kenyatta, who facilitated the Tigray peace talks, leads a mission of 73 observers from the African Union, emphasizing upon arrival on Saturday the importance of the elections for the continent, given that the country hosts the headquarters of the African Union, calling for a peaceful environment.

The election topics include national reconciliation and development issues; Prosperity Party candidates have focused on the government’s economic record, citing improvements in food security in a country that has previously suffered from famines. The government pledges to implement major projects and anticipates economic growth exceeding 10% by 2026 (one of the fastest rates in Africa), attributing this to Abiy Ahmed’s steps to liberalize the tightly controlled economy, which has helped stimulate investments and export returns.

Find more news and analyses on Ethiopia on the Africa Press website

Africa-Press – Ethiopia.
