Africa. <\/strong> <\/span>L\u2019organisation Human Rights Watch (HRW) a exhorte\u0301 l\u2019Union africaine (UA) et l\u2019Union europe\u0301enne (UE) a\u0300 placer la protection des droits humains et du droit international humanitaire au c\u0153ur de leur partenariat, en appelant les deux blocs a\u0300 redoubler d\u2019efforts pour lutter contre les atrocite\u0301s lie\u0301es aux conflits et renforcer les institutions de justice et d\u2019imputabilite\u0301.<\/p>\n

Selon Allan Ngari, directeur du plaidoyer pour l\u2019Afrique a\u0300 HRW, la monte\u0301e des tensions ge\u0301opolitiques mondiales rend plus que jamais ne\u0301cessaire que les deux unions \u00ab assument pleinement leurs responsabilite\u0301s fondamentales \u00bb.<\/p>\n

A\u0300 l\u2019approche du 7e sommet UA-UE pre\u0301vu les 24 et 25 novembre a\u0300 Luanda (Angola), HRW a exhorte\u0301 les dirigeants a\u0300 \u00ab ne me\u0301nager aucun effort pour poursuivre les auteurs de crimes graves \u00bb et a\u0300 soutenir des strate\u0301gies visant a\u0300 faire face aux de\u0301fis persistants et e\u0301mergents en matie\u0300re de droits humains.<\/p>\n

L\u2019organisation a rappele\u0301 que des conflits arme\u0301s brutaux ont entrai\u0302ne\u0301 le de\u0301placement de millions de civils, victimes d\u2019attaques de\u0301libe\u0301re\u0301es ou aveugles, provoquant morts, blessures et violations graves.<\/p>\n

Soudan: combler le vide de la justice<\/b><\/p>\n

HRW a appele\u0301 l\u2019UA et l\u2019UE a\u0300 agir conjointement pour prote\u0301ger les civils et combler le vide de responsabilite\u0301 au Soudan, accusant les Forces de soutien rapide (RSF) et leurs allie\u0301s de commettre exe\u0301cutions extrajudiciaires, tortures, disparitions force\u0301es et violences sexuelles, tout en entravant l\u2019aide humanitaire.<\/p>\n

Sahel: spirale de violences et impunite\u0301<\/b><\/p>\n

Dans le Sahel, HRW a de\u0301nonce\u0301 les attaques des groupes islamistes arme\u0301s au Burkina Faso, au Mali et au Niger, responsables de de\u0301placements massifs. L\u2019organisation a e\u0301galement documente\u0301 des abus graves des forces gouvernementales dans le cadre d\u2019ope\u0301rations antiterroristes, ainsi que la re\u0301pression de l\u2019opposition politique, des me\u0301dias et des manifestations pacifiques.<\/p>\n

L\u2019ONG estime que l\u2019UE, qui rede\u0301finit actuellement sa strate\u0301gie pour le Sahel, et l\u2019UA, qui a nomme\u0301 un envoye\u0301 spe\u0301cial pour la re\u0301gion, disposent d\u2019une position privile\u0301gie\u0301e pour condamner les crimes de guerre, exiger la protection des civils et faire pression pour des enque\u0302tes inde\u0301pendantes et la re\u0301paration des victimes.<\/p>\n

RDC: violences persistantes et crimes de guerre<\/b><\/p>\n

Concernant la Re\u0301publique de\u0301mocratique du Congo, HRW a accuse\u0301 les forces arme\u0301es congolaises et rwandaises, ainsi que le mouvement rebelle M23 soutenu par Kigali, d\u2019avoir commis de graves violations du droit international humanitaire, notamment des massacres, des violences sexuelles, du travail force\u0301 et le recrutement d\u2019enfants soldats.<\/p>\n

L\u2019organisation a conclu en soulignant que l\u2019impunite\u0301 reste l\u2019un des principaux obstacles a\u0300 la paix durable et que l\u2019Afrique et l\u2019Europe doivent agir de concert pour que la justice devienne une re\u0301alite\u0301 pour les victimes de toutes les guerres du continent.<\/p>\n
