Janneh Commission Secretary Testifies on Revenue Issues

Africa-Press – Gambia. Ramou Sarr, Secretary of the Janneh Commission, appeared before the National Assembly Select Committee on the Sales and Disposal of Former President Yahya Jammeh’s Assets to provide clarity on the commission’s tractor sales.

During her testimony, Sarr highlighted discrepancies in revenue generated from the sales. She stated that of 186 tractors identified during the commission’s first and second phases, 145 were sold while 41 were retained for state use. She further noted that 55 tractors were auctioned, with five reserved.

Sarr reported that 43 tractors sold by Mr. Kurang generated GMD 10.5 million, while her team, in October 2018, earned GMD 13 million from the sale of 102 tractors.

Counsel Dibba questioned the disparity, asking, “Is it possible to explain why more than double the number of tractors brought only a marginally higher sum?” He also observed that the first phase of auctions was far more productive than the second, seeking an explanation for the reduced proceeds. “Is there an explanation for that?” Counsel Dibba asked.

In response, Sarr explained that some tractors had been tampered with, with parts missing, which affected their market value. She added that the tampering occurred after the initial inventory was taken. “What they explained was that some tractors were tampered with and some parts were also missing, and as a result, some of them could not attract the prices earmarked by the valuer,” she explained.

Counsel Dibba also questioned the witness about the differences in figures between her team and Mr. Kurang’s sales. Sarr admitted that she should have inquired further into the discrepancies, acknowledging the significant gap in reported revenue. She added that her team had submitted reports directly to the commissioners and lead counsel, rather than to her, limiting her oversight.
