Specifically, he is alleged to have collected fees from businesses for anti-littering services but failed to remit the full amounts to the council. In some instances, the manager issued receipts for amounts lower than what was received. For example, a payment of D15,000 was acknowledged with a D10,000 receipt, and a payment of D25,000 was recorded as D22,000.<\/p>\n<p>Furthermore, there were cases where no receipts were issued at all.
