{"id":87128,"date":"2025-10-02T17:20:52","date_gmt":"2025-10-02T17:20:52","guid":{"rendered":"https:\/\/www.africa-press.net\/gambia\/uncategorized\/audit-flags-d857m-kiang-west-road-contract-award"},"modified":"2025-10-02T18:25:28","modified_gmt":"2025-10-02T18:25:28","slug":"audit-flags-d857m-kiang-west-road-contract-award","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/gambia\/all-news\/audit-flags-d857m-kiang-west-road-contract-award","title":{"rendered":"Audit Flags D857M Kiang West Road Contract Award"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Gambia. <\/strong><\/span><b>The 2023 Auditor General\u2019s Report has raised concerns over the award of the Kiang West Road Phase 2 contract, worth D857,841,841.15, to Gai Enterprise without subjecting the project to competitive bidding.<\/b><\/p>\n<p>According to the report, Gai Enterprise had already been granted the Phase 1 contract for the same road project\u2014covering 39 kilometers and valued at D349,759,040.00\u2014just six months earlier.<\/p>\n<p>A review of the Gambia Public Procurement Authority\u2019s (GPPA) \u201cNo Objection\u201d approval indicates that the direct award of Phase 2 was justified on grounds of economies of scale, maintaining unit rates, compatibility, avoiding additional mobilization costs, and the need for timely project execution.<\/p>\n<p>However, auditors argued that given the size and value of the Phase 2 project, it should have been subjected to open competitive bidding to ensure transparency, value for money, and fair competition.<\/p>\n<p>\u201cAt the time of awarding the Phase 2 contract, Phase 1 had barely commenced, indicating that urgency may not have been a justified basis,\u201d the report stated.<\/p>\n<p>The audit further observed that unit rates were later increased following a reported 40% rise in international market prices\u2014undermining the original justification of maintaining consistent rates.<\/p>\n<p>\u201cAs such, the rationale underpinning the direct award appears to have been significantly altered,\u201d the report added.<\/p>\n<p>The report warned that bypassing competitive bidding for a contract of such magnitude exposes the process to risks of noncompliance with GPPA regulations, potential favoritism, and inefficient use of public funds.<\/p>\n<p>Auditors recommended that all future contracts of significant value and scope be subjected to open and competitive bidding, in line with procurement laws.<\/p>\n<p>\u201cNo management response; therefore, the issue remains unresolved up to the time of finalizing this management letter,\u201d the report concluded.<\/p>\n<p><strong>For More News And Analysis About <span style=\"color: #ff6600\">Gambia<\/span> Follow <span style=\"color: #ff6600\">Africa-Press<\/span><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; Gambia.
