Africa-Press – Ghana. Mr Isaac Fraikue, Acting Director of Budget, Ministry of Finance, has said effective budget implementation was crucial for achieving fiscal discipline and debt sustainability and translates policy intentions into concrete outputs and outcomes.
He said effective budget implementation also maximized the impact of public spending – stalled programmes and project implementation efficiency.
Mr Fraikue made these statements in a presentation during the 2025 Annual Conference of Controller and Accountant General Department (CAGD) in Ho.
The two-day Conference at the Ho Technical University auditorium on the theme: “Enhancing Public Financial Management Excellence,” have in attendance accountants and related professionals across the country
He said budget execution and fiscal discipline ensured transparent and timely disbursements, reduced delays and improved programme implementation.
He said it also ensured strong expenditure controls, performance-based budgeting as well as the elimination of waste and corruption.
Mr Fraikue said understanding a country’s debt sustainability required analysing key debt indicators that reflected its fiscal health and repayment capacity through the main indicators such as the debt-to-GDP ratio, debt service ratio and the interest payments-to-revenue ratio.
He said challenges in budget implementation included revenue or cash inflow projection, poor planning and forecasting as well as political pressures leading to deviations from the approved plan and budget.
Mr Fraikue said everyone had a key role in ensuring debt sustainability through effective budget implementation, while ensuring fiscal discipline adding that strong budget implementation equals stronger fiscal discipline and sustainable debt ensured long-term economic stability.
He noted that the establishment of compliance desk would make people accountable, ensuring budget was realistic and achievable to improve budget credibility and improve tax administration and broaden the tax base to strengthen revenue mobilisation.
