{"id":12875,"date":"2021-12-25T20:12:51","date_gmt":"2021-12-25T20:12:51","guid":{"rendered":"https:\/\/www.africa-press.net\/ghana\/uncategorized\/chinese-firms-learn-to-win-friends-and-influence-africans-offering-contracts"},"modified":"2021-12-25T20:50:29","modified_gmt":"2021-12-25T20:50:29","slug":"chinese-firms-learn-to-win-friends-and-influence-africans-offering-contracts","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/ghana\/all-news\/chinese-firms-learn-to-win-friends-and-influence-africans-offering-contracts","title":{"rendered":"Chinese firms learn to win friends and influence Africans offering contracts"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Ghana. <\/strong><\/span>\u2018Local patrons\u2019 help China\u2019s private companies to make inroads in the continent amicably, rather than alienating the authorities or public<\/p>\n<p>Knowledge and contacts gained through local staff enhances Chinese entities\u2019 ability to compete for projectsMany Chinese private companies rely on local patrons who serve as brokers between state officials and local communities in African countries to help them win contracts, according to London School of Economics scholars.<\/p>\n<p>A study on the patrons and Chinese construction companies in Ghana found that private entrepreneurs had used the strategy to deepen local networks and integration in Africa, where many Chinese entities are involved in large infrastructure projects.<\/p>\n<p>Chinese capital and state financiers including policy banks fuelled the initial wave of Chinese expansion to African markets in the late 1990s and early 2000s. Then came the Chinese government\u2019s \u201cgo out policy\u201d, encouraging companies to venture into Africa and resulting in growing competition, especially in the construction sector.<\/p>\n<p>Their inroads met challenges, particularly as Africans became \u201cincreasingly wary of the Chinese\u201d, who were feared to be \u201ctaking their jobs\u201d, according to the paper, published this month by foreign policy think tank LSE IDEAS and based on surveys of private Chinese construction companies in Ghana between November 2019 and July 2020.\u201cThese events have thus compelled the Chinese to localise in the African business environment by making friends not only with the elites but more importantly the local patrons on whom the success of their business largely depends,\u201d wrote Chris Alden, a professor of international relations, and Nathaniel Ocquaye, respectively LSE IDEAS\u2019 director and project assistant.\u201cWithout [these local patrons], the Chinese will not be able to navigate the market and communicate with clients.\u201d<\/p>\n<p>Unlike their state-owned peers, with their access to government finance, private entities\u2019 success \u201cwas not exclusively predicated on networks within Chinese state institutions and provincial sources\u201d, the researchers said.Companies employed locals in managerial and technical positions, with or without Chinese language abilities. One such Ghanaian manager was \u201ca well-connected person with links to the local state officials and excellent knowledge of the market\u201d.<\/p>\n<p>\u201cHe helps them to get their imported goods from China cleared with ease and liaises with local state authorities on their behalf to get the Chinese out of trouble from, for example, tax evasion,\u201d the researchers wrote.At another company, the human resources manager, a Ghanaian hailing from the region of operation, had connections with the district chief executive, police, fire service authorities, electricity company and tax revenue authority.<\/p>\n<p>\u201cThis has built a very solid relationship between the Chinese and the local state authorities, which contributes to their operation in the community being both without strife and profitable,\u201d the researchers wrote.<\/p>\n<p>To help strengthen relationships with communities and authorities, Chinese companies make donations of various kinds locallyThis kind of relationship further opens the door to get contracts from the state, especially when they have been decentralised to the local state authorities,\u201d the LSE scholars said.<\/p>\n<p>Ocquaye said the formula in Ghana \u201cshould be very common\u201d in other African countries, with more than 10,000 Chinese companies operating in the continent.<\/p>\n<p>Some deals involving Chinese companies in Africa have been dogged by corruption allegations.
