{"id":1430,"date":"2019-08-17T13:20:46","date_gmt":"2019-08-17T13:20:46","guid":{"rendered":"https:\/\/www.africa-press.com\/ghana\/?p=1430"},"modified":"2019-08-17T13:20:46","modified_gmt":"2019-08-17T13:20:46","slug":"ghana-india-kofi-annan-centre-used-%c2%a22m-without-approval-report","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/ghana\/all-news\/ghana-india-kofi-annan-centre-used-%c2%a22m-without-approval-report","title":{"rendered":"Ghana-India Kofi Annan Centre used \u00a22m without approval &#8211; Report"},"content":{"rendered":"<p><strong>It has emerged that the Ghana-India Kofi Annan Centre of Excellence in ICT, an agency under the Communications Ministry has spent more than \u00a22 million of its Internally Generated Funds without Parliamentary approval.<\/strong><\/p>\n<p>According to the Auditor-General\u2019s (A-G) report for 2018, the amount represents 84% of the total IGF by the Centre.<\/p>\n<p>The report says\u00a0the Centre paid \u00a2400,000 representing 16% of the monies collected between January and December 2017 into the Consolidated Fund account.<\/p>\n<p>It then retained \u201c\u00a22,094,002.07 representing 84% and utilised it without seeking Parliamentary approval.\u201d<\/p>\n<p>This, according to the report, breaches the Financial Administration Regulations passed in 2014.<\/p>\n<p>The law states that \u201call public [sic] monies collected shall be paid\u00a0in gross into the Public Funds Accounts and no disbursement shall be made from the monies collected except as provided by an enactment.\u201d<\/p>\n<p>\u201cAny person who makes payment from\u00a0monies\u00a0collected in contravention of sub-regulation (1) is in breach of financial discipline as defined in Regulation.\u201d<\/p>\n<p>However, the Auditor-General\u2019s report says the management of the Centre\u00a0in its response said, they utilised that part of the Internally Generated Fund due to inadequate budgetary allocation.<\/p>\n<p>The A-G has, however, recommended that management\u00a0refunds the total amount spent without approval into the Consolidated Fund Account.<\/p>\n<p>\u201cWe advised management to desist from the use of IGF without Parliamentary approval,\u201d the report said.<\/p>\n<p>What else did the report say?<\/p>\n<p>The Auditor-General has meanwhile, recommended that an embargo be placed on the allowances of deceased pensioners.<\/p>\n<p>This follows the revelation that more than \u00a2236, 000 were wrongfully withdrawn by relatives of deceased pensioners.<\/p>\n<p>Auditor General chases monies paid dead pensioners<\/p>\n<p>The A-G, Daniel Domelevo in his report noted that the disbursement of monies to the accounts of the deceased pensioners is birthed from the failure of the relatives of the deceased notify the Municipal Treasury Departments of their passing.<\/p>\n<p>The report has recommended that the said relatives should refund the monies.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>It has emerged that the Ghana-India Kofi Annan Centre of Excellence in ICT, an agency under the Communications Ministry has spent more than \u00a22 million of its Internally Generated Funds without Parliamentary approval.
