Deputy General Secretary of the opposition National Democratic Congress (NDC), Peter Boamah Otukonor has observed the party can only win power on its merits despite lapses on implementation of the government\u2019s flagship policy, free senior High School.<\/strong><\/p>\n \u201cFree education cannot win us election.
