{"id":65193,"date":"2024-01-23T18:32:26","date_gmt":"2024-01-23T18:32:26","guid":{"rendered":"https:\/\/www.africa-press.net\/ghana\/?p=65193"},"modified":"2024-01-23T15:34:32","modified_gmt":"2024-01-23T15:34:32","slug":"imf-deal-gatsi-explains-why-future-presidents-of-ghana-should-be-concerned","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/ghana\/all-news\/imf-deal-gatsi-explains-why-future-presidents-of-ghana-should-be-concerned","title":{"rendered":"IMF deal: Gatsi explains why future presidents of Ghana should be concerned"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Ghana. <\/strong><\/span><b>The Dean of the Business School of the University of Cape Coast, Professor John Gatsi has said that persons seeking to occupy the highest office of the land, the presidency, in the 2024 general elections should be concerned about the agreement reached by this government with the external creditors that paves the way for the disbursement of the $600million second tranche of the $3billion programme with the International Monetary Fund (IMF).<\/b><\/p>\n<p>He says that the agreement only postpones the payment of the debt to a period when another government will be in place.<\/p>\n<p>\u201cFrom the pleadings and bargaining point of view, it seems they have done well by convincing the creditors to accede to the difficulties that they plunged the country into but on the second-hand governance continues.<\/p>\n<p>\u201cThis government will leave office at the end of 2024, a new government will come into power and that new government has the burden of paying the debt that has been shifted to the period that they will be in in power. Largely they are only going to enjoy the external creditors agreement benefits for one year.<\/p>\n<p>\u201cThen after one year they will be saddled with the payment of debt and that should be a concern for those who are vying to become president and then form the government to rule this country,\u201d he said Friday January 19.<\/p>\n<p>This was after the Government announced that it had reached an agreement with its Official Creditors under the G20 Common Framework, on a comprehensive Debt Treatment Beyond the Debt Service Suspension Initiative.<\/p>\n<p>Following the successful completion of the Domestic Debt Exchange Programme (DDEP) in 2023, this development constituted a significant positive step towards restoring Ghana&#8217;s long-term debt sustainability, Finance Minister Ken Ofori-Atta said.<\/p>\n<p>He commended the support and cooperation of its Official Creditors in reaching this agreement, which demonstrates a mutual commitment to restoring debt sustainability in line with the IMF programme targets.<\/p>\n<p>The Government, he said, was confident that this debt treatment, which entails significant flow relief during the programme period, will allow for the allocation of additional financial resources towards critical public investments, particularly in healthcare, education, and infrastructure development.<\/p>\n<p>The terms of the agreed debt treatment are expected to be formalised in a Memorandum of Understanding between Ghana and Official Creditors, which will then be implemented through bilateral agreements with each member of the Official Creditor Committee.<\/p>\n<p>\u201cThe Government of Ghana looks forward to further engaging with the Official Creditors to ensure prompt implementation of the agreed terms,\u201d the Finance Minister stated.<\/p>\n<p>This agreement with the Official Creditors paved the way for IMF Executive Board approval of the first review of the Fund-supported programme, which allowed for the next tranche of IMF financing of US$600 million to be disbursed.<\/p>\n<p>\u201cThe IMF Board Approval should also trigger World Bank Board consideration of US$300 million Development Policy Operation (DPO) financing. In addition, the World Bank is expected to support the Ghana Financial Stability Fund with US$250 million to help address the impact of the Domestic Debt Exchange Programme (DDEP) on the financial sector. These disbursements are key for Ghana&#8217;s economic recovery and ambitious reform agenda.<\/p>\n<p>Ghana has indeed turned the corner, as evidenced by the: i. Decline in inflation to 23.2% in December 2023 from 54.2% in December 2022; ii. Relative strong performance of the Ghana cedi which reported a marginal depreciation of 7.2% between February and December 2023, compared to 28.4% during the same period in 2022; iii.
