CE Qu\u2019Il Faut Savoir<\/h4>\n

Lors d’une c\u00e9r\u00e9monie, le Premier ministre Bah Oury a soulign\u00e9 l’importance d’une gouvernance coh\u00e9rente en Guin\u00e9e. Il a annonc\u00e9 des r\u00e9formes pour assurer l’identification des citoyens, en insistant sur le respect des droits constitutionnels, notamment en mati\u00e8re d’\u00e9ducation et de sant\u00e9. Oury a \u00e9galement \u00e9voqu\u00e9 la n\u00e9cessit\u00e9 d’une carte scolaire et d’un programme de recensement administratif.<\/p>\n<\/div>\n

Africa-Press – Guin\u00e9e. <\/strong> <\/span>Ce mercredi 30 avril, au cours de la ce\u0301re\u0301monie de lancement du processus d\u2019e\u0301laboration de la carte scolaire, le Premier ministre Bah Oury a assure\u0301 que l\u2019E\u0301tat doit avoir des instruments lui permettant d\u2019assurer une gouvernance cohe\u0301rente, tout en annonc\u0327ant des re\u0301formes visant a\u0300 identifier les guine\u0301ens.<\/b><\/p>\n

\u2018\u2019Un E\u0301tat qui n\u2019est pas en mesure d\u2019avoir les instruments lui permettant d\u2019assurer une gouvernance cohe\u0301rente de l\u2019ensemble des secteurs qui rele\u0300vent de sa responsabilite\u0301 ne pourra pas e\u0302tre efficace. Il y aura une de\u0301perdition des ressources et il y aura au fur et a\u0300 mesure une insatisfaction de la population parce que les besoins, les attentes ne seront pas tout a\u0300 fait en conformite\u0301 avec ce qui va e\u0302tre fait. C\u2019est ce qui nous est arrive\u0301 pendant tre\u0300s longtemps\u2019\u2019, indique le chef du gouvernement.<\/p>\n

Et de poursuivre: \u2018\u2019Les guine\u0301ens ont vote\u0301 et adopte\u0301 une Constitution. Et cette Constitution est l\u2019alpha et l\u2019ome\u0301ga de toutes les politiques publiques. Parce que ce sont les droits constitutionnels des citoyens guine\u0301ens qui ont e\u0301te\u0301 transcrits dans ces textes que nous devons respecter. Nous avons l\u2019obligation de faire en sorte que tous les droits constitutionnels des citoyens guine\u0301ens soient remplis et soient respecte\u0301s. Le droit a\u0300 l\u2019e\u0301ducation, le droit a\u0300 la sante\u0301\u2019\u2019.<\/p>\n

Donc, assure Bah Oury, \u2018\u2019cela va se de\u0301cliner avec la mise en e\u0301mergence des instruments nous permettant de le faire. Si on n\u2019a pas la carte scolaire, on ne le pourra pas. Si on n\u2019a pas les budgets alloue\u0301s, on ne le pourra pas. D\u2019ou\u0300 la ne\u0301cessite\u0301 d\u2019une rationalisation de l\u2019ensemble de nos politiques, quels que soient les secteurs. D\u2019ou\u0300, de plus en plus, le de\u0301veloppement de l\u2019inter-ministe\u0301rialite\u0301 et la mise en \u0153uvre des re\u0301formes\u2019\u2019.<\/p>\n

\u2018\u2019La carte scolaire, ce sont les infrastructures. Par la suite, il y a les moyens humains, les enseignements. Et qui seront les clients? Les enfants. Ou\u0300 sont-ils? Qui sont-ils? D\u2019ou\u0300 la ne\u0301cessite\u0301 de finaliser l\u2019autre re\u0301forme indispensable. Et je ne cesse de le rappeler au ministe\u0300re de l\u2019administration du territoire, le Programme national de recensement administratif a\u0300 vocation d\u2019e\u0301tat civil pour que nous tous, nous puissions e\u0302tre identifie\u0301s, de la naissance jusqu\u2019a\u0300 la fin de notre vie, par notre nume\u0301ro d\u2019identification personnelle, qui fera qu\u2019a\u0300 tous les niveaux, vous avez les enseignants, ils ont le nume\u0301ro d\u2019identification personnelle. Vous avez les enfants, ils ont le nume\u0301ro d\u2019identification personnelle. Et partout, ils vont voyager d\u2019e\u0301cole en e\u0301cole, vous pouvez les suivre. D\u2019ou\u0300 la mesure extre\u0302mement importante de pilotage et de gestion\u2019\u2019, argumente le Premier ministre.<\/p>\n

La Guine\u0301e a traverse\u0301 des pe\u0301riodes de gouvernance difficile, souvent marque\u0301es par des insatisfactions populaires dues a\u0300 un manque d’efficacite\u0301 dans la gestion des ressources. La Constitution guine\u0301enne, adopte\u0301e par le peuple, est cense\u0301e garantir les droits fondamentaux des citoyens, mais sa mise en \u0153uvre a souvent e\u0301te\u0301 entrave\u0301e par des lacunes administratives. Le Premier ministre Bah Oury appelle a\u0300 une re\u0301forme syste\u0301matique pour ame\u0301liorer la situation actuelle et assurer une identification claire des citoyens.<\/p>\n
