Africa-Press – Kenya. The Jubilee party faction that is loyal to President William Ruto wants embattled party Secretary General Jeremiah Kioni to cancel plans for the National Delegates Convention.
Kioni on Tuesday published a public notice summoning delegates to Nairobi between March 24 and 25 for the party’s supreme decision making organ. The move came at a time when the party is roiled in turmoil with two factions fighting for its heart and soul.
A faction led by former Kieni MP Kanini Kega has written to President Uhuru Kenyatta’s allied wing terming the convened NDC as illegal and unconstitutional. In a statement on Wednesday and signed by the Jubilee chairperson Nelson Dzuya, the Kega team said Kioni has no legal mandate to summon the NDC.
“Your purported notice of an NDC to be held on March 24 and 25, 2023 is irregular and in breach of our party constitution. I urge you to correct the indiscretion … Avoid the usurpation of powers that do not inherently attach to yourself as per our party constitution,” Dzuya said.
According to Dzuya, who is loyal to Kega’s camp, Kioni lacks the legal footing to order a legally binding NDC, “acting on a frolic of his own”. “I make reference to the notice of an NDC, published on page two of the Daily Nation on Tuesday, purportedly signed by you. As you are aware, the procedure of convening a meeting of the NDC is provided in our party constitution,” the letter says.
The letter was copied to the National Executive Committee members and the Registrar of political parties Anne Nderitu. Dzuga cited Article 10.5 that which provides that the secretary-general will convene meetings of the NEC and the NDC on direction from the National Executive Committee. On Tuesday, Dzuya said they will move to court to challenge the legality of the NDC and seek to block it.
