Ruto CSs Announce New Appointments in Government Agencies

Africa-Press – Kenya. President William Ruto and several Cabinet Secretaries have made a raft of new appointments and reappointments to senior positions.

These include road agencies, universities and regulatory bodies, according to the latest Kenya Gazette published on November 28, 2025.

Ruto re-appointed Winfrida Ngumi as the non-executive chairperson of the Kenya National Highways Authority (KeNHA) board, with her new term running until November 2026.

“In exercise of the powers conferred by section 5 (1) (f) (i) of the Kenya Roads Act, I re-appoint Winfrida Ngumi to be the Non-Executive Chairperson of the Board of Directors of the Kenya National Highways Authority, with effect from November 28, 2025, up to November 23, 2026,” the notice read.

The Ministry of Education announced the largest set of changes, with Cabinet Secretary Julius Migos Ogamba appointing or reappointing council members across more than a dozen public universities.

The institutions include Tharaka University, Kaimosi Friends University, Tom Mboya University, Koitaleel Samoei University College, Kabarnet University College and Nyandarua University College.

Others are Garissa University, Machakos University, Kibabii University, the Technical University of Kenya, Maseno University, the University of Nairobi, the Open University of Kenya, Karatina University and Mama Ngina University College.

The appointees include Ruth Charity Wanyonyi, Edita Wambeti Njue, Emmanuel Bore Ng’etuny, and Thuranira Thimangu as Members of the Council for the Tharaka University.

They will serve for a period of three years, with effect from November 28, 2025.

At Kaimosi, David Sigano, Rose Chepkoech Langat, Thaddaeus W. Gondi (Dr.), Yussuf Mohamed Kala, and Moses Mwanje (Dr.) were appointed as the Members of the Council.

Titus Ogalo Pacho (Dr.) is now a Member of the Council of the Tom Mboya University, for a period of three years.

Julie Kiseka is a Member of the Council of the Koitaleel Samoei University College and will serve for a period of three years.

The CS also appointed Benson Estambale (Prof.), Alfred Kibor (Prof.), Anthony Mutembei, Hussein Farah, and Millicent Too Chemutai as the Non-Executive Chairperson and Members of the Council of the Kabarnet University College, for a period of three years.

Amos Gitau Njuguna (Prof.) was named the Non-Executive Chairperson of the Council of the Nyandarua University College.

Grace Tago Khayota is a Member of the Council of the Garissa University, while Peter Maangi Mitiambo is the Non-Executive Chairperson of the Council of the Machakos University.

Virginia Nzisa and Ben Nandi Chikamai were appointed as Members of the Council of the Kibabii University and Technical University of Kenya, respectively.

The CS also appointed Robert Nyanjui Wainaina and Peter Bunei Mastamet to be Members of the Council of Maseno University.

Lily Ng’ok will serve as a Member of the Council of the University of Nairobi, while Mohamed Dahir and Joseph Tuikong Rotich will serve at the Open University of Kenya.

Additionally, Shamim Chanzu and Florence Mutua will serve as Members of the Council of Karatina University and Mama Ngina University College, respectively.

The appointment of Lizzie Chongoti was revoked.

In the transport sector, Roads and Transport Cabinet Secretary Davis Chirchir made appointments to the Kenya Urban Roads Authority (KURA), Kenya Rural Roads Authority (KeRRA), KeNHA and the Kenya Roads Board.

Joyce Nyambura Mundara and Kenneth Wando Odhiambo were appointed to the KURA board, while Geoffrey Kiprotich Koros joined the KeRRA board.

Chirchir also re-appointed Gloria Sarah Awinja to the KeNHA board and renewed the terms of Francis Theuri and Phylis Wakiaga at the Kenya Roads Board.

Information, Communications and the Digital Economy CS William Kabogo named four new members to the Media Council of Kenya: Kosgei Kemboi Alvin, Abduba Mollu Ido, Enock Nyanchoga Monari and Risper Awuor Olick.

In the housing sector, Lands and Housing CS Alice Wahome appointed six members to the Board of Trustees of the Kenya Slum Upgrading, Low-Cost Housing and Infrastructure Trust Fund, including Kizito Wangalwa and Susan Kabue.

There was a revocation in Ministry of Investments, Trade and Industry, where CS Lee Kinyanjui revoked the appointment of Josephat Gichunge Mwirabua Kabeabea as chairperson and member of the Anti-Counterfeit Authority board.

The fresh appointments take effect immediately.
