Africa-Press – Kenya. <\/strong><\/span>Nairobi MCAs are seeking to compel county authorities to remove junk vehicles from road reserves and open spaces in estates, citing security risks.<\/p>\n

The ward representatives say abandoned vehicles have become causes of accidents and hideouts for criminals, thus posing serious security risks.<\/p>\n

As such, they want owners of the vehicles served with a two months\u2019 notice to remove them from such spaces in a new motion already before the assembly.<\/p>\n

The motion proposes that Governor Johnson Sakaja\u2019s administration be compelled to issue the two months\u2019 notice to force the owners of junk cars to remove them from shared or public spaces.<\/p>\n

The motion is sponsored by Roysambu MCA Sospeter Mumbi.<\/p>\n

He says the county has too many stalled cars that are \u201cbroken down and whose owners are unknown\u201c and that such vehicles are \u201coften parked and left along main roads, in estate roads and public spaces\u201d.<\/p>\n

If approved, the order would also affect car yards, garages and road contractors who abandon heavy construction equipment in road reserves, which it says results in obstruction of pedestrian walkways and makes roads narrow.<\/p>\n

\u201cConcerned that such abandoned vehicles present obstruction to the flow of traffic mostly along pedestrian walkways, and that such vehicle provides an inadvertent hiding space for would-be criminals, hence pre-exposing residents to security risks,\u201d the motion reads.<\/p>\n

It goes on: \u201cFurther concerned that such activities on road reserves constitute encroachment onto road reserves that are meant for road construction-related activities; [and that] removal of such vehicles from public spaces will go a long way in clearing up the most-needed public spaces for activities they are purposed for.\u201d<\/p>\n

The two months\u2019 notice the motion seeks will see owners of the stalled cars or heavy construction equipment in question move them or be towed away at their own cost.<\/p>\n

\u201c[The relevant county official be compelled to] issue a public notice, asking the owners to remove all broken down vehicles and road construction equipment from any public spaces in the county or they be removed by the county at the owner\u2019s cost at the expiry of a period of two months,\u201d the motion proposes.<\/p>\n

For car yards operating in road reserves and public spaces in the city, the motion proposes that City Hall gives them a month\u2019s notice to vacate or their properties be towed away at their costs.<\/p>\n

\u201c[The county] Issues a public notice to all car yard owners to vacate any public spaces they operate in within a period of one month at the expiry of which the County will enforce compliance through an operation of towing away the vehicles,\u201d the motion reads.<\/p>\n

As an enforcement mechanism, the motion wants the Security and Compliance chief officer to put in place measures for a countywide operation to enforce the said vacation notices at the specified timelines; and continuously monitor any further violations for action.<\/p>\n
