Africa-Press – Kenya. <\/strong><\/span>The Speaker of the National Assembly Moses Wetang’ula and his Senate counterpart have announced a joint sitting for President William Ruto’s national address.<\/p>\n

In a gazette notice dated November 1, Wetang’ula and Kingi said the President will address the nation on Thursday, November 9.<\/p>\n

The event will happen in the National Assembly Chamber, Main Parliament Buildings, Nairobi at 2.30 pm.<\/p>\n

“The National Assembly Standing Orders joint sitting of Parliament Notice is given to all Members of the National Assembly and the general public that, under Article 132 (1) (b) and (c) of the Constitution of Kenya and Standing Order 22 of the National Assembly Standing Orders,” the gazette notice read.<\/p>\n

“The President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, His Excellency Hon.Dr. William Samoei Ruto, C.G.H., shall address a Joint Sitting of Parliament on Thursday, November 9, 2023, at 2.30 p.m., in the National Assembly Chamber, Main Parliament Buildings, Nairobi.”<\/p>\n

The President’s address is in accordance with Article 132 (1) of the Constitution.<\/p>\n

The Constitution on the functions of the president states that he shall address the opening of each newly elected Parliament and also address a special sitting of Parliament once every year.<\/p>\n

It states that he may address the Parliament at any other time.<\/p>\n

It will be Ruto’s second address.<\/p>\n

He addressed his first joint sitting on September 29, 2022, where he spelt out his legislative agenda to lawmakers which also doubled up as the official opening of the 13th Parliament.<\/p>\n

It was the second time since the August 9 general election, when the two Houses held a joint sitting.<\/p>\n

During his address, Ruto informed the Members of Parliament that his administration would openly pursue a transformational agenda which would include overhauling the country’s social security infrastructure to make it more inclusive.<\/p>\n
