{"id":13012,"date":"2020-08-18T18:36:16","date_gmt":"2020-08-18T18:36:16","guid":{"rendered":"https:\/\/www.africa-press.com\/kenya\/?p=13012"},"modified":"2020-08-18T18:36:16","modified_gmt":"2020-08-18T18:36:16","slug":"epra-appoints-acting-director-general-pending-pavel-oimekes-court-case","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/kenya\/economy\/epra-appoints-acting-director-general-pending-pavel-oimekes-court-case","title":{"rendered":"EPRA appoints acting Director General pending Pavel Oimeke&#8217;s court case"},"content":{"rendered":"<p><span data-preserver-spaces=\"true\"><strong>Author: Fredrick Obura\u00a0<\/strong><br \/>\n<strong>AfricaPress-Kenya:<\/strong> The Energy and Petroleum Regulatory Authority (EPRA) Board has appointed Mueni Mutung\u00e1 acting director-general replacing Pavel Oimeke whose contract renewal is currently a court subject.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Oimeke\u2019s term ended on August 1 after serving the authority from 2017, his contract is eligible for renewal despite a court case calling for the process to be competitive and follow procedural requirements.<\/span>\u00a0<span data-preserver-spaces=\"true\">The case is pending in court.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">According to a letter from the Chairman of EPRA Board Jackton Ojwang, the incoming director-general has had a successful career in legal practice for a period exceeding twenty years.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">She began her career at Robinson Harris and co advocates, and later served as a legal officer at Total Kenya before joining EPRA, she was also the corporate secretary and head of legal services at Kenya Wildlife Service (KWS).<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The Energy and Petroleum Regulatory Authority (EPRA) is established as the successor to the Energy Regulatory Commission (ERC) under the Energy Act, 2019 with an expanded mandate of\u00a0<\/span><span data-preserver-spaces=\"true\">inter alia<\/span><span data-preserver-spaces=\"true\">\u00a0regulation of upstream petroleum and coal.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The functions of the Authority include among others\u00a0<\/span>\u00a0<span data-preserver-spaces=\"true\">regulate, monitor and supervise upstream petroleum operations in Kenya following the law relating to petroleum, the regulations made thereunder and the relevant petroleum agreement.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Outgoing Director-General Pavel Oimeke&#8217;s contract renewal is facing a challenge from Emmanuel Wanjala who argues in a petition that EPRA has witnessed massive losses be it due to spillages, installation of faulty meters, corruption, court cases against the authority by former employees \u2014 who were dismissed for pointing out wrongdoings or mismanagement of resources and abuse of office among others.<\/span><\/p>\n<ul class=\"list-group readmore my-3\">\n<li style=\"list-style-type: none\"><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">He said, as a result, the taxpayer has lost billions of shillings, which cannot be recovered and should his tenure be extended.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Author: Fredrick Obura\u00a0 AfricaPress-Kenya: The Energy and Petroleum Regulatory Authority (EPRA) Board has appointed Mueni Mutung\u00e1 acting director-general replacing Pavel Oimeke whose contract renewal is currently a court subject.
