{"id":14500,"date":"2020-09-17T18:02:53","date_gmt":"2020-09-17T18:02:53","guid":{"rendered":"https:\/\/www.africa-press.com\/kenya\/?p=14500"},"modified":"2020-09-17T18:02:53","modified_gmt":"2020-09-17T18:02:53","slug":"this-is-your-last-chance-knun-to-senate-over-revenue-allocation-impasse","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/kenya\/community\/this-is-your-last-chance-knun-to-senate-over-revenue-allocation-impasse","title":{"rendered":"\u201cThis is your last chance\u201d- KNUN to Senate over revenue allocation impasse"},"content":{"rendered":"<p><strong>Author:\u00a0Betty Njeru<\/strong><br \/>\n<strong>AfricaPress-Kenya:<\/strong> The Kenya National Union of Nurses has asked health workers who are yet to receive salaries to remain at home and not report to work until they are paid.<\/p>\n<p>\u2018\u2019Kama hujalipwa mshahara, kaa chini (Stay home if you haven\u2019t been paid),\u201d a riled Seth Panyako, KNUN Secretary-General said.<\/p>\n<p>The union leaders together with Kenya Medical Practitioners and Dentist Union (KMPDU) officials were responding to the resolve by the Council of Governors yesterday to shut down key county services over the revenue allocation impasse.<\/p>\n<div class=\"ad-article-page-desktop my-2\">\n<div id=\"div-gpt-ad-1485841380368-0\"><\/div>\n<\/div>\n<p>\u201cWe cannot allow reduction of funds for any County. That is the highest irresponsible action from the National Government,\u201d he said.<\/p>\n<p>Panyako pointed accusatory fingers at both the Senate and the National Assembly, saying that they have failed Kenyans because they have refused to come up with laws.<\/p>\n<p>\u201cStop blaming the National Treasury, you are equally liable,\u201d he said, alluding to\u00a0Senators remarks yesterday\u00a0who maintained that the &#8220;heart&#8221; of the counties cash crunch lies with the National Treasury Cabinet Secretary Ukur Yatani, who is yet to release 50 per cent of the revenue as advised by the Supreme Court advisory of 2013 on the Division of Revenue standoff, the Constitution and the subsidiary law and regulations.<\/p>\n<p>Panyako also claimed that while Kenyans are wallowing in poverty and denied access to quality healthcare services, the senators are out relaxing and earning from this impasse.<\/p>\n<p>\u201cThe blood of those who have died in this country shall haunt you. It is on your hands,\u201d he said addressing the lawmakers.<\/p>\n<p>His sentiments were echoed by both the KMPDU Chair and Secretary-General Chibanzi Mwachonda, asking health workers not to report to work.<\/p>\n<p>\u201cThe county governments have shown us one thing. No pay, no work,\u201d KMPDU chairman Samuel Oroko said.<\/p>\n<p>\u201cWhy should we suffer so much?\u00a0 it is not the first time that county governments have delayed salaries and remitted allowances. Let them stop lying,\u201d Mwachonda posed.<\/p>\n<p>On Wednesday, Council of Governors Chair Wycliffe Oparanya communicated to his colleagues that county health facilities\u00a0should not permit\u00a0any new inpatient admissions but only handle emergencies.<\/p>\n<p>\u201cCounty health facilities will not permit any new inpatient admissions. They will only provide minimal outpatient services,&#8221; he said in a statement.<\/p>\n<p>\u201cAll non-essential services are hereby suspended and county employees are advised to proceed on leave.
