Protracted conflict in the Middle East has pushed global crude prices higher. As a net importer of refined petroleum, Kenya has been drawn into this geopolitical vortex.

The consequence is a stark national dilemma: endure short-term pain with targeted intervention, descend into destructive fury or invest in a resilient future. We cannot afford all three.

The economic shock is already reverberating across every sector. Rising fuel costs have driven up transport expenses, feeding directly into food inflation.

The Kenya National Chamber of Commerce and Industry estimates that sustained high fuel prices are increasing production costs in manufacturing and agriculture by between 15 and 30 per cent.

Public transport fares have risen by up to 25 per cent, while logistics costs – where fuel accounts for nearly half of operational expenditure – continue to surge.

The implications are unmistakable. Basic food prices are likely to rise by double digits, export competitiveness is weakening and overall economic growth is under pressure.

At the household level, families are spending a growing share of their income on fuel, leaving less for health, education and savings. This is the ‘fuel’ dimension of the crisis—painful, but still manageable with the right policy choices.

To its credit, the government has opted for management rather than surrender. Three recent interventions stand out. First, an amendment to the Value Added Tax Act reduced VAT on petroleum products from 16 per cent to eight per cent, cutting the tax burden per litre by about Sh10.

Second, the exchequer released Sh6.2 billion under the Petroleum Development Levy to cushion consumers. Together, these measures have modestly lowered pump prices for petrol, diesel and kerosene.

Without these interventions, prices in Nairobi would likely have exceeded Sh220 per litre rather than hovering around Sh199. These are not symbolic gestures; they reflect a deliberate policy choice to prioritise citizen welfare over rigid market orthodoxy. In the face of a global shock, the state has stepped in to soften the blow.

Yet even as these efforts take hold, a competing response is emerging: fury. Sections of the opposition and civil society have called for demonstrations. While rooted in genuine public frustration, such reactions demand careful reflection.

The right to peaceful assembly under Article 37 of the constitution is fundamental. However, it is not absolute, particularly where public safety and economic stability are at stake.

Kenya’s experience with protests is instructive. Past demonstrations have led to deaths, destruction of property and a dent in our economy—disruptions that choke supply chains, deter investment and ultimately drive prices even higher.

More critically, widespread protests risk paralysing essential systems that sustain daily life, including transport networks that deliver food, medicine and emergency services.

This is not a contest between government and opposition; it is a shared national challenge. Street action will not lower pump prices. If anything, it risks deepening the hardship it seeks to protest. Fury, in this context, is a luxury Kenya cannot afford.

What remains, then, is the future—and it demands structural reform. The crisis has exposed deep vulnerabilities: heavy dependence on imported fuel, a weakening shilling that amplifies global price shocks and inadequate strategic reserves to cushion supply disruptions.

A coherent response must rest on three pillars. First, operationalising the Strategic Fuel Reserve Authority under the Energy Act to buffer against global shocks. Second, rehabilitating the Kenya Petroleum Refineries Limited in Mombasa to reduce reliance on imported refined products.

Third, accelerating energy diversification by mandating solar and biogas integration in new developments, supported by county regulations and targeted tax incentives.

Kenya’s economic imperatives are not in conflict with its social obligations. The VAT reduction and fuel subsidy have bought valuable time. The real test lies in how that time is used.

This moment calls not for slogans or barricades, but for sober policy, institutional reform and long-term thinking. Kenya must choose between fuel, fury or future.

It cannot sustain all three paths at once. The prudent choice is clear: stabilise markets, protect households and accelerate reforms that will secure long-term energy resilience.

Strategic adviser and an expert in leadership and governance

Source: The Star

Find more news and analyses on Kenya on the Africa Press website

FREDRICK OKANGO Africa-Press – Kenya.
