The country aims to enhance regional integration and development, with expectations of its first oil production this year. Uganda&#8217;s investments are seen as a step towards unlocking Africa&#8217;s petroleum resources while addressing domestic energy needs.<\/p>\n<\/div>\n<p><span class=\"ap-article-header-tag\"> <strong>Africa-Press &#8211; Kenya. <\/strong> <\/span>UGANDA\u2019S move to develop a crude oil pipeline with Tanzania and the latest refinery plans are more complementary than rivalry, President Yoweri Museveni\u2019s government now says.<\/p>\n<p>This, as it affirms its commitment to regional integration and development of projects that \u201ccreate lasting value\u201d for its citizens.<\/p>\n<p>Speaking in Nairobi during the Annual Research and Innovation Conference by the Energy and Petroleum Regulatory Authority (EPRA), Uganda\u2019s Energy and Mineral Development Minister Ruth Ssentamu said Uganda expects its first oil this year.<\/p>\n<p>She noted that Kenya was not ready for a pipeline at the time Uganda was keen to invest, but recent developments including acquisition of a 20.15 per cent stake in Kenya Pipeline, shows the country is ready for cross-border investments.<\/p>\n<p>\u201cThis demonstrates the scale of cross-border cooperation, infrastructure planning and investment coordination, which is required to unlock Africa&#8217;s petroleum resources in a structured and economically viable way,\u201d Ssentamu said.<\/p>\n<p>In 2016, Uganda ditched Kenya and opeted for Tanzania for the East African Crude Oil Pipeline (EACOP) project.<\/p>\n<p>The 1,443km pipeline project is designed to transport crude oil from Lake Albert to the Port of Tanga.<\/p>\n<p>Key reasons for Uganda at the time included better security, lower costs, easier land acquisition and the immediate availability of the Tanga port compared to the under-construction Lamu port in Kenya.<\/p>\n<p>The neighbouring country and a key trading partner to Kenya also plans to build an oil refinery.<\/p>\n<p>Dubai-based investment firm Alpha MBM Investments LLC and Uganda National Oil Company (UNOC) have signed a key agreement on the $4billion (Sh516.5 billion) project which is now advancing towards a Final Investment Decision, expected by July this year after more than a decade of delays.<\/p>\n<p>The refinery, planned for the Albertine Graben, is designed to process up to 60,000 barrels of crude oil per day once completed, with Uganda keen to cut its $2 billion (Sh258 billion) annual petroleum products import bill mainly imported through Kenya.<\/p>\n<p>The UAE firm will hold a 60 per cent equity stake with UNOC retaining 40 per cent, according to the Uganda Investment Authority.<\/p>\n<p>The arrangement follows years of unsuccessful negotiations with previous partners and is being presented by Kampala as evidence of renewed investor confidence in the country\u2019s oil sector.<\/p>\n<p>The refinery is expected to be completed in 2029-30 and if this materialises, it would pose a significant risk to Kenya Pipeline in terms of its regional expansion strategy, which includes the planned Eldoret-Kampala-Kigali refined petroleum products pipeline project, aimed at easing product movement.<\/p>\n<p>Kenya Pipeline management has however allayed fears that Uganda\u2019s move will affect the Kenya\u2019s petroleum industry.<\/p>\n<p>\u201cUganda refinery is not a threat, it will take up to 15 years for Uganda to start refining oil,\u201d KPC said.<\/p>\n<p>Kenya Pipeline plans to spend at least Sh110 billion on capacity expansion initiatives aimed at supporting future growth.<\/p>\n<p>These includes the new eastern pipeline from Mombasa to Nairobi, Eldoret-Malaba-Kampala pipeline, Nairobi LPG storage facility, crude oil storage in Mombasa, replacement of near obsolete ERP system and commercialisation of lite Fibre optic cable.<\/p>\n<p>The investments are expected to be funded through a combination of internally generated cash flows and innovative financing structures including access to debt capital markets, SPV project financing, joint ventures and partnerships among others.<\/p>\n<p>Uganda is the largest transit market for petroleum products managed by KPC, receiving about 90 per cent of its refined petroleum (approximately 2.5 billion liters annually).<\/p>\n<p>This is via the Port of Mombasa and the KPC pipeline network which delivers products in Eldoret and Kisumu depots for onwards transportation by tankers and Lake Victoria.<\/p>\n<p>There have been a few major oil discoveries in the region in the recent past. South Sudan is said to be sitting on 18 billion barrels of oil reserves and Uganda on six billion. Uganda is still keen on refining its own oil to satisfy its domestic market.<\/p>\n<p>Kenya is yet to go commercial on its Turkana oil with a final investment decision and Parliamentary approvals pending.<\/p>\n<p>Meanwhile, EPRA has encouraged research-driven collaboration among African countries to strengthen energy security and resilience on the continent.<\/p>\n<p>This, it says, will position Africa as an attractive investment destination that boasts of affordable, stable and reliable power.<\/p>\n<p>Speaking at the Research and Innovation Conference, acting director general Joseph Oketch said that Africa\u2019s energy future should be anchored in robust regional energy systems capable of withstanding supply disruptions, price volatility and evolving transition demands.<\/p>\n<p>\u201cThe challenges we are facing now are a good opportunity to collaborate across sectors and the region to collectively address vulnerabilities in our energy supply chains while building systems that are flexible, integrated, and informed by credible research, \u201dhe said.<\/p>\n<p>Themed &#8216;Advancing Energy Affordability and Security in Sustainable Development&#8217;, this year\u2019s conference explores innovative pathways to balance the country\u2019s growing energy demand with the need for an affordable, reliable and resilient energy sector.<\/p>\n<p>In 2016, Uganda opted for Tanzania over Kenya for the East African Crude Oil Pipeline (EACOP) project, citing better security and lower costs. This decision marked a significant shift in regional oil dynamics, as Uganda sought to develop its oil sector independently.
