Africa-Press<\/a> – Kenya<\/a>. <\/strong><\/span>Kirinyaga Governor Anne Waiguru failed to show up and testify in the National Youth Service Ksh791 scandal case.<\/p>\n

The Governor was expected to testify on Thursday, August 5 2021, in the NYS case facing former Principal Secretary Peter Mangiti, former NYS Director General Nelson Githinji.<\/p>\n

The prosecution told the court that the Kirinyga Governor was engaged elsewhere on official duties and she could not avail herself to shed light on the scandal.<\/p>\n

Governor Waiguru was expected to shed light on how millions of shillings were lost during tenure as the Devolution Cabinet Secretary in the period 2014-2015.<\/p>\n

The matter will be in open court after earlier declined governor Waiguru’s request to have the matter heard behind closed doors.<\/p>\n

On May 19, the governor was scheduled to testify but she failed to do so after it emerged that a lawyer representing Ben Gethi, a suspect in the alleged graft, had died.<\/p>\n

\u201cOn grounds of passing on of the lawyer and for lack of representation the hearing can\u2019t proceed today,\u201d ruled the judge in the case in which Waiguru was expected to testify.<\/p>\n

The scandal broke in 2015 while Waiguru was serving as the Cabinet Secretary of Devolution, the ministry in charge of NYS.<\/p>\n

In 2016, Waiguru was, however, cleared by the Ethics and Anti-corruption Commission (EACC) after claiming that she had acted as a whistleblower.<\/p>\n

The scam involved the loss of Ksh791 Million and an alleged conspiracy to steal Ksh695 Million at the service.<\/p>\n

Then EACC boss Halakhe Waqo, in a letter, addressed to the Head of Public Service Joseph Kinyua, at the time, stated that after investigations they found no evidence to incriminate Waiguru in the unscrupulous dealings at the youth service.<\/p>\n
