Africa-Press – Kenya. <\/strong><\/span>Former Nairobi County Assembly deputy speaker Ken Ngondi is set to make a political comeback, after ODM settled on him for the speaker’s position.<\/p>\n

Ngondi is the Orange Democratic Movement party’s sole candidate in the race, after being unanimously endorsed by the party and a section of Azimio allied MCAs-elect.<\/p>\n

He previously served as deputy speaker under late Alex Ole Magelo between 2013-17.<\/p>\n

The former legislator has also served as ward representative for Kware Ward in Embakasi South constituency and also chaired the Health committee in the county assembly.<\/p>\n

He exuded confidence that having served as a ward representative, he understands their needs.<\/p>\n

“I have expressed my interest to be the next Speaker of Nairobi County Assembly based on the experience I have, having worked as the Deputy Speaker,” Ngondi said.<\/p>\n

\u201cWhat I bring on the table is a wealth of experience. I have been a councillor, chairman of the Public Health committee and deputy speaker. I served both roles for five years.”<\/p>\n

Ngondi shelved his ambitions to run for the Embakasi South constituency seat on an ODM ticket in favour of incumbent Julius Mawathe.<\/p>\n

In April 2022, Azimio la Umoja One Coalition presidential candidate Raila Odinga announced that Nairobi\u2019s speaker position would be given to the ODM party.<\/p>\n

His bid, however, poses for a tussle within Azimio for the speaker’s post after the Jubilee party on Friday fronted Harrison Wangoro as its candidate for the speaker\u2019s position.<\/p>\n

Wangoro contested the Embakasi North parliamentary seat on a Jubilee ticket but lost to a UDA candidate.<\/p>\n

UDA is also expected to front a candidate for the position of speaker.<\/p>\n

In the Nairobi Assembly, UDA secured 36 seats, ODM 35, out of the 85 wards in the city.<\/p>\n

Lobbying for speaker\u2019s elections is set to begin as newly elected MCAs await to be sworn in.<\/p>\n

By law, the election of the 47 speakers is supposed to take place immediately after the MCAs are sworn in.<\/p>\n

The Standing Orders also state that there will only be two items in the order paper on the first sitting \u2013 the election of the speaker and swearing-in of members.<\/p>\n

\u201cA speaker shall be elected when the county assembly first meets after a general election and before the county assembly proceeds with the dispatch of any other business, except the administration of the Oath or Affirmation of Office to members present,\u201d reads the standing orders.<\/p>\n

Nairobi for instance, the third assembly is expected to hold its first sitting on September 9.<\/p>\n

The sitting, according to standing orders, should take place not more than 30 days after the general election.<\/p>\n

The role of the Speaker is to preside over debates of the county assembly at every sitting, maintain assembly attendance register and orders, relevant statute and assembly traditions, procedures and practices.<\/p>\n

Besides being the spokesperson of the assembly, the speaker ensures the dignity of the assembly is upheld, disciplines MCAs for misconduct, among other roles.<\/p>\n

The law requires a candidate to garner a two-thirds majority to be declared the winner on the first ballot.<\/p>\n

A simple majority will suffice in the second round pitying the first and second candidates who get the highest votes in the first election.<\/p>\n
