Africa-Press – Kenya. <\/strong><\/span>Nairobi Governor Johnson Sakaja is at the final stages of forming the third county government of Nairobi. On Thursday, 33 county chief officers picked by Sakaja will be vetted by the Nairobi assembly.<\/p>\n

Through a public notice, speaker Ken Ng\u2019ondi said the nominees will appear before the respective assembly committees where they will be asked questions regarding their respective areas.<\/p>\n

\u201cPursuant to the provisions of Section 7(4) and 7(5) of the Public Appointments (County Assemblies) Approval Act, 2017, notice is hereby given to both the nominees and the public of approval hearings (vetting), the notice read.<\/p>\n

“The vetting will be undertaken by the county assembly\u2019s sectoral committees on Thursday, at various committee rooms, county assembly wing, City Hall building.\u201d<\/p>\n

The exercise will take place between 9am and 2pm. The shortlisted names had been tabled before the Nairobi assembly last week by speaker Ng\u2019ondi. He then committed the names to the committees.<\/p>\n

The shortlisted chief officers include Justus Kathenge – Boroughs and subcounty, Partick Akivianga – Urban, development and planning and Marion Rono -Housing and Urban Planning.<\/p>\n

Also legendary, music producer Clement Rapudo Sijenyi, alias Clemo has been nominated to the City Culture, Arts and Tourism docket. Sijenyi was among the 33 county chief officer nominees picked by Sakaja on Tuesday.<\/p>\n

Former Mombasa chief officer for Tourism Asha Abdi has also been nominated to the Finance docket and will face the Finance, Budget and Appropriation committee.<\/p>\n

Other nominees include Priscilla Mahinda (Office of the Governor), Winnie Gathangu (Economic Planning), Wilson Njoroge Gakuya (Revenue Administration), John Murungi Lintari (ICT Infrastructure), Godfrey Akumali Atiel ( Cooperatives) and Tirus Wainaina Njoroge (Smart Nairobi).<\/p>\n

Also, Victor Otieno Ogolla (Digital Economy and Start Ups) Collins Omondi Kamol (Food, Agriculture, Natural Resources), Ahmed Mohammed Abdai (ECDE and Vocational Training), Oscar Mufunga Igaida (Youth, talent and Sports) and George Mutiso Musembi (Social Services).<\/p>\n

Boniface Karimi Nvamu was also nominated to the Mobility Works docket, Geoffrey Kimutai Tirop (Works) Hibrahim Otieno Nyakach (Environment), Lucky Ogutu Okudo (Energy and Lightning), Cecilia Wangari Koigu (Lands), Janet Omollo Opiata (Public Service) and Tony Michael Kimani (Security and Compliance).<\/p>\n

Others are Bramwel Wesangula Simiyu (Disaster Management and Coordination), Zipporah Njeri Mwangi (Business and Opportunities), Elizabeth Njeri Njau (Markets and Trade), Oscar Omoke Ocholla (Water and Sewerage), and Geoffrey Omoke Mosiara (Health Facilities).<\/p>\n

Lastly, Tom Michira Nyakaba (Public Health), Irene Njeri Muchoki (Medical Services), Bernard Buluma Kulokhoma (Wellness, Nutrition, and School Feeding), Lydiah Wambui Maitha (Public Participation) and Maryan Dubow Dahir (Gender and Inclusivity).<\/p>\n

County chief officers are authorised to delegate power and are answerable to the county executive committee member in their respective dockets. Their key functions include the day-to-day administration of departmental activities and the provision of strategic policy direction for effective service delivery within the departments they are assigned to.<\/p>\n

They also implement policies and programmes within departments. While county executive committee members are equivalent to Cabinet secretaries in the national government, chief officers are equivalent to permanent secretaries. The power to deploy a county public officer within a department is vested in the county chief officer.<\/p>\n
