Africa-Press – Kenya. <\/strong><\/span>Prime Cabinet Secretary Musalia Mudavadi has moved to address the slow rate of implementation of House resolutions by Ministries, Departments and Agencies (MDAs).<\/p>\n

His office is planning to introduce a Resolutions Tracker to ensure House resolutions are implemented to completion.<\/p>\n

\u201cParliament will be required to copy the Office of the Prime Cabinet Secretary when writing to MDAs about its resolutions,\u201d Mudavadi said.<\/p>\n

The last House (12th Parliament), sent 247 items for action by MDAs.<\/p>\n

Mudavadi noted that resolutions the last Parliament marked as \u201cnot done\u201d are a monstrous 135 (54.7 per cent) out of which 65 per cent of the 135 items were first tabled in Parliament more than three years ago.<\/p>\n

He added that ongoing items are 34 (13.8 per cent) with those done being only 78 (31.5 per cent).<\/p>\n

\u201cA completion rate of 31.5 per cent for resolutions spanning more than 5 years since tabling is a very low implementation rate indeed,\u201d he said.<\/p>\n

To address the challenge, Mudavadi said his office will follow up on and fast-track the implementation of identified House resolutions in liaison with the Ministry of Interior and National Administration.<\/p>\n

Addressing MPs during a post-election seminar in Mombasa on Monday, Mudavadi said consultations will be carried out on the legislation of national importance and those in need of prioritisation and fast-tracking by Parliament.<\/p>\n

\u201cEngagement with Parliament will take place even before Bills are presented for tabling,\u201d he said.<\/p>\n

He added that the Principal Secretaries\u2019 Committee, which he chairs will provide a platform to resolve multi-stakeholder and complex issues.<\/p>\n

\u201cThis same platform will also address long-standing House resolutions,\u201d the Prime Cabinet Secretary added.<\/p>\n

To make the Executive-Parliament liaison process more productive, Mudavadi asked the House to review its communication processes and inform his office on all matters concerning MDAs.<\/p>\n

He said Parliament should also constantly update his office on its committees and House calendars with the aim of scheduling reporting and presentation dates by MDAs on issues of concern.<\/p>\n
