Habofanoe Lehana pre\u00adsented Lesotho\u2019s Universal Periodic Re\u00adview (UPR) of human rights constitution for United Nations (UN)<\/p>\n<p>member states on Wednesday. The presentation was intended to put forward the developments that have emerged since the last review, to indicate progress made<\/p>\n<p>on some noted recom\u00admendations and challenges encountered in fulfilling Lesotho\u2019s obligations. Leha\u00adna indicated that since the previous re\u00adview in 2015, Lesotho has endeavored on implementing most of the recom\u00admended<\/p>\n<p>amendments and continues to attend to such. The minister stated, among other important measures that upon realizing that some of its political and security problems were due to a<\/p>\n<p>leaky constitu\u00adtion, Lesotho established constitutional reforms in an effort to amend its con\u00adstitution having gathered the required information. It has also<\/p>\n<p>made significant advances towards addressing backlog of cases in the courts of law through the Integrated Case Management System which will enable law<\/p>\n<p>enforcement agen\u00adcies to acquire an automated case man\u00adagement. He designated that when fully implemented, the system will integrate the entire chain of work<\/p>\n<p>from investiga\u00adtion to confinement. Other proposed recommendations from the previous review were a clos\u00ader look at international obligations and technical assistance,<\/p>\n<p>cooperation with treaty bodies, promotion of human rights, women rights and human traf\u00adficking, rights of persons with disabilities and everyone\u2019s right to<\/p>\n<p>health and edu\u00adcation to mention a few. According to the minister\u2019s report all these and other rec\u00adommendations are progressing despite a number of challenges<\/p>\n<p>that Lesotho is faced with. It was stated in the report that Le\u00adsotho has taken steps to repeal criminal defamation laws or insult laws which impede freedom of speech.<\/p>\n<p>Hon. Lehana clarified that the Constitutional Court in this regard held that criminalizing defa\u00admation had an awful effect on journal\u00adistic freedom of<\/p>\n<p>expression, resulting in self-censorship by journalists and conse\u00adquently a less-informed public. To continue the implementation, Lesotho has reportedly allocated<\/p>\n<p>in its 2019\/2020 budget to increases targeted at HIV testing and services for key pop\u00adulations, which include, Lesbians, Gays, Bisexual, Transgender and<\/p>\n<p>Intersex (LGBTI) community. This is said to be due to the Legal Environmental Assess\u00adment (LEA) report, which assessed the extent at which LGBTI, sex workers<\/p>\n<p>and key populations are disproportionally af\u00adfected by the HIV prevalence. However, there is a series of chal\u00adlenges in this regard according to the report.<\/p>\n<p>These include Women and chil\u00addren who continue to experience gender based violence and human trafficking despite measures taken by the Govern\u00adment to eliminate GBV.<\/p>\n<p>He said that frequent transfers of trained Child and Gender Protection Unit (CGPU) officers also compromise efforts by Government, UN agencies and development partners to strengthen the capacity of<\/p>\n<p>the Unit in prevention of and response to gen\u00adder-based violence and other offences. The report on corruption on the other hand shows that it continues to be a se\u00adrious challenge to development not only in Lesotho, but<\/p>\n<p>globally. Despite nota\u00adble steps undertaken by Government, to improve and capacitate the work of the Directorate on Corruption and Econom\u00adic Offenses (DCEO), corruption remains high.<\/p>\n<p>Progress on implementation of hu\u00adman rights in general is blocked by cul\u00adtural practices and gender stereotypes which seem to hinder equal opportuni\u00adties between men and women as well as boys and girls<\/p>\n<p>according to the report. At the end of the UPR, other new recommendations from member states were allotted for and these include con\u00adtinuation of efforts in fighting<\/p>\n<p>human trafficking, organizing outreaches to re\u00admote areas to educate on human rights, ratification of protocol on people with disabilities and with great<\/p>\n<p>concern, abol\u00adishment of death penalty and ending of early child marriage. The fellow mem\u00adber states picked up on serious concerns which include injustices by<\/p>\n<p>law breaking police and therefore encourage an estab\u00adlishment of the human rights commis\u00adsion in the country.
